The National Institute of Neurological Disorders and Stroke (NINDS) is seeking a Lead Budget Analyst GS-0560-14. Among its functions, this position prepares NINDS's various formal budget submissions including financial schedules and narrative justifications and executes the operation budget through fiscal allocations, monitoring of expenditures, and the preparation of financial reports required by NIH, DHHS, OMB and Congress.
Duties
Serve as a lead budget analyst, working collaboratively with senior scientific and professional staff to develop and recommend milestones, objectives and plans to achieve the IC?s long- and short- range mission priorities.
Develop procedures to link budgetary and program information to meet reporting requirements and assist managers in meeting their programmatic responsibilities.
Maintain a system of internal controls over all aspects of IC budget formulation and execution to guard against waste, fraud, abuse, or mismanagement.
Assemble and compile background and historical data and documentation to develop budget estimates and justifications, and to identify the cost of the operations.
Develop strategy and briefing materials for presentation and justification of the IC budget and related reprogramming requests to NIH, DHHS, OMB and Congress.
Distribute funds to IC components, analyze actual expenses as compared to plans, make projections, and indicate adjustments in plans necessary to maintain equitable program balance.
Requirements
- U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications
In order to qualify as a Lead Budget Analyst, GS-0560-14, you must meet the following qualification requirement:
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the federal service obtained in either the private or public sector, performing the following types of tasks: editing and publishing budgetary and financial policies and procedures for parent and subordinate offices; defending budget requests and budget modeling reports before senior management; developing alternative methods of funding for activities subject to fluctuating policies and changing demands; and conducting root cause analysis and establishing cause and effect relationships to solve systemic financial issues.
