The primary purpose of this position is to serve as Chief, Strategic Automated Command and Control System (SACCS) Programming Section, performing the full range of technical and administrative supervision as a senior information technology (IT) specialist in system analysis and applications software design and implementation, and as Deputy Flight Director.
Duties
Plans, organizes, and overseas the activities of the SACCSWork Center.
Exercises supervisory personnel management responsibilities.
Analyzes complex processes and/or a variety of unusual problems, questions, or conditions relative to the design and/or selection of management information systems and applications software technology.
Provides management oversight for the testing, troubleshooting, and correction of system and applications software discrepancies.
Participates in discussions, meetings, committees or special projects and presents briefings and prepares recommendations and reports.

- Information Assurance Certification is a condition of employment. This position includes Information Assurance (IA) work as a paramount duty requirement.
- Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3.
- Failure to receive the proper IA certification may result in removal from this position.
- A 1-year supervisory probationary period will be required, if not previously met.
- DoD National Relocation Program (DNRP) may be authorized.
Qualifications

Specialized Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-12 (or equivalent in other pay systems) which includes knowledge of IT systems analysis and applications software concepts, functions, techniques, and capabilities. Knowledge of IT system application software and systems development life cycles, including systems documentation, system requirements and techniques, design development, configuration management, cost benefit analysis, systems analysis, unprecedented design methodologies, data administration, systems integration, and testing.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in?-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of IT systems analysis and applications software concepts, functions, techniques, and capabilities sufficient to evaluate new and emerging IT security methods and principles, the feasibility of proposed new systems and applications software projects; and to design, write, test, debug, and maintain information systems and applications software and ensure successful integration with existing and anticipated infrastructure in the database environment.
Knowledge of IT system application software and systems development life cycles, including systems documentation, system requirements and techniques, design development, configuration management, cost benefit analysis, systems analysis, unprecedented design methodologies, data administration, systems integration, and testing.
Knowledge of IT management information systems and applications software technology to isolate causes of problems between hardware, system, databases, and applications software programs and to measure system performance and/or extend operating system capabilities to support organizational business processes and operations.
Knowledge of IT management information systems requirements and application software development techniques required in carrying out project assignments of considerable difficulty and with little specificity regarding approach to be followed.
Ability to gather facts and use analytical and evaluative methods to assess requirements; apply CASE tools to design and development processes; deviate from traditional methods; and solve a variety of complex or intricate computer software problems.
Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements, and the ability to inspire, motivate and guide others toward goal accomplishment. Leadership ability, including the ability to coach, mentor and challenge subordinates; ability to adapt leadership style to a variety of situations; and ability to model high standards of honesty, integrity, trust, openness, and respect for the individual by applying these values to daily behaviors.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
