You will serve as a GOVERNMENT INFORMATION SPECIALIST in the Office of the Counsel (00L) of NCIS.
Duties
You will provide subject matter guidance/information to management.
You will process requests for complex and sensitive investigations.
You will draft response letters for the Initial Denial Authority and legal documents such as Vaugh Indexes and/or declarations for FOIA (Freedom of Information Act)/PA (Privacy Act) litigation within the federal government.
You will coordinate appeals of denials with the Office of General Counsel and the Office of the Judge Advocate General.
You will analyze or redact documents to determine releasable information under the Freedom of Information Act (FOIA) and Privacy Act (PA).
Requirements

Qualifications
GS-12:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1. Implementing Freedom of Information Act (FOIA) and Privacy Act (PA) programs, providing technical guidance and information to management;
2. Interpreting legislation regarding information;
3. Verifying disposition of various records;
4. Applying FOIA/PA laws to properly manage the programs, make judgments, determine the legality of requests or course of action, and satisfy customers' requests with prescribed regulatory guidance; and
5. Evaluating and analyzing requests for information and the development of recommendations or necessary actions to deny the request.
GS-11:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1. Assisting with implementing Freedom of Information Act (FOIA) and Privacy Act (PA) programs;
2. Providing technical guidance and information to management;
3. Interpreting legislation regarding information;
4. Verifying disposition of various records; and
5. Applying basic data gathering methods to collect various types of factual information related to the management of records and administrative directives.

GS-11:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
