The primary purpose of this position is: To serve as the Program Administrator and Subject Matter Expert AFOSI Information Release Program. Plans, develops, and establishes program guidance, assessments, requirements, and advisory services for the AFOSI Information Release program.
Duties
Program Administrator and Subject Matter Expert AFOSI Information Release Program. As Information Release Program manager, incumbent manages the end-to-end processes for AFOSI Information Release. Provides strategic planning and technical guidance as well as seasoned consultative advisory services throughout HQ AFOSI, including other specialists in HQ AFOSI, on the effective use of program(s) to support goals and objectives. Implements policy for enterprise-wide functional area program for Information Release. Fosters communication and collaboration between functional areas to allow for information and resources to travel fluidly.
Conducts and/or leads studies and/or initiatives to improve program(s) and/or influence policy changes for assigned functional areas that typically involve highly complex, and often sensitive topics. Prepares and oversees preparation of instructions, manuals, and other materials designed to improve effectiveness of operations and programs. Researches, conducts analyses, and processes highly complex, significant and high visibility requests for disclosure of AFOSI information, to include all Freedom of Information Act (FOIA) and Privacy Act (PA) requests. This includes all information that pertains to criminal, fraud, and counterintelligence investigations, as well as, administrative inquiries, audits, inspections, personal records and actions, administration actions, court records, and any other information originated by the Air Force Office of Special Investigations (AFOSI). The majority of requests are for sensitive investigative materials; if released improperly or untimely, the information could have a detrimental effect on a particular investigation or on the agency as a whole. The duties of the position require mature expertise in the FOIA and PA, the ability to balance the public's right to know against personal privacy and the government's need for confidentiality in its investigatory and decision-making process.
Provides advisory services to managers, supervisors, and employees on Information Release program(s). Communicates with heads of organizational elements to negotiate, decide on, schedule, and coordinate supporting services and resources provided through a matrix organization. Provides advice and guidance and/or renders decisions on specific problems. Prepares and delivers written reports and oral presentations, e.g., briefings, training sessions, consultations, orientations, and discussions for AF leadership, supervisors, customers, and co-workers; may conduct or leads conferences. Writes various types of guidance on ways to deal with/respond to various issues or controversial problems. Develops a variety of correspondence and documentation (e.g., formal letters, reports, staff studies, responses to Congressional inquiries, staff summary packages, briefings, charts, and bullet background papers). Attends conferences with representatives of management or other staff to secure cooperation, resolve controversial matters, and convey information relative to proposed changes for the improvement of program(s). Keeps abreast of developments and FOIA/PA industry program(s) trends. Maintains liaison with industry association executives to keep abreast of trends related business practices to provide information on emerging technology and practices. Organizes and conducts conferences and/or workshops to disseminate information on new technology and industry trends.
Information Release Training and Program Specific Duties. Directly training all incoming release FOIA/PA and Agency Release specialist, tracking and report training progress to Supervisor, makes recommendations on promotions and step-increases based on performance. Evaluates work in progress, and spot checks work not requiring review as training progresses. Incumbent will amend or reject work reviewed not meeting established standards. Responsible for providing on-going training on all AFOSI records systems, internal procedures, and investigative methodologies to determine if records requested are completed when received from other AFOSI offices. Estimate and report on expected time of completion of work, instruct employees in specific tasks and techniques to assist with unique requests or to improve speed and efficiency. Incumbent will advise and direct specialist faced with significant omissions from official record systems and must rely on knowledge, and experience, to locate missing files or to justify claims that information is missing. and present training classes to AFOSI personnel on FOIA/PA rules, application and related matters.

- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force
Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.

weekends.
- Computer skills are required.
- The incumbent must undergo an internal background investigation by AFOSI and must be approved for duty by
the Commander of AFOSI or the Commander’s designated representative(s).

Qualifications
In order to qualify, you must meet the specialize experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, for Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes a comprehensive knowledge of public law, organizational concepts, laws, principles, and policies applicable to administering security and policy review; developing agency's policy review policy in compliance with new and existing agency's policy and regulations; implementing policy and procedures for the security and policy review program; coordinating special projects and initiatives and presents the views of the agency's security and policy review program; resolving disputes over security and policy determinations; and ability to demonstrate effective communication and team building techniques to establish and strengthen rapport with staff components, other government and commercial organizations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-???????12 level is required to meet the time-in-grade requirements for the GS-???????13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the Freedom of Information Act (FOIA) and Privacy Act (PA) to include the computer matching and Privacy Protection Act of 1988, recent judicial decisions affecting the FOIA and PA policy of the Department of Justice, DOD Directives, and agency FOIA regulations.
2. Knowledge at an expert level of analytical and evaluative methods, including a wide range of qualitative and quantitative techniques, plus a thorough understanding of how regulatory programs are administered to measure compliance, assess effectiveness, identify deficiencies, analyze trends, and make recommendations for enhancements and improvements of programs and the resolution of problems.
3. Knowledge of organizational structures, missions, objectives, operating programs, key positions, and administrative policies and procedures, which are frequently ad hoc team efforts, to identify, consider, and recommend options for the resolution of substantive organizational and program issues or complex problems not susceptible to treatment by standard methods.
4. Skill in justifying, defending, and recommending decisions on an end-to-end program within a matrix organization.
5. Skill in communicating, both orally and in writing, to provide seasoned consulting to operating managers and other specialists; lead team studies, negotiate complex, controversial issues; provide informational briefings to include options and recommendations to high level management; and establish and maintain effective and positive working relationships.
6. Ability to develop new or revised policies and modify existing procedures and instructions pertaining to the administration and implementation of the Information Release programs. 7. Ability to work independently, and with minimal supervision and guidance and provide training and feedback to program team members.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
