The Management Analyst position is located in the Department of Program Services, Court Services Office (CSO) Business Support Division (BSD). The CSO is responsible for the management of resources, programs, and services related to court administration and case management. The BSD manages budget, financial, procurement, human resources, communications, training, analytical, and administrative activities for CSO.
Duties
This position will report to the Division Chief, Business Support Division in the Court Services Office (CSO). The CSO is seeking a self-motivated Management Analyst (Data Analytics) to provide a combination of project management functions for a variety of complex and/or unique projects. The incumbent will research and analyze information used to enhance business processes, monitor data flows and stored datasets, make improvements to data collection processes, write reports, and track financial movements. The incumbent also studies data, builds analyses, synthesizes insights, creates presentations, and delivers practical and timely solutions to management and stakeholders.
The duties of this position include, but are not limited to:
Serving as project manager and/or subject matter expert initiating and participating in complex and team assignments to deal with cross cutting financial management and other issues; and performing technical review and analysis of financial data reported on various documents such as budgets, requisitions, year-end closing activities, and financial statements.
Using information from a variety of systems in making determinations regarding approval of program budgets, financial statements, commitments, scheduling of payments and obligations; and recommending creative solutions to complex financial problems and takes an active role in implementing needed changes to resolve the identified issue.
Collaborating with colleagues to identify problems, appropriate data, analytical approaches, and execution steps to produce solutions, practical analysis, and insights; and focusing on challenges in budgeting, planning, organizational performance management, risk management, key performance indicators, and financial management.
Analyzing data, applying, and explaining statistical and mathematical principles; coordinating with colleagues on any on-demand analysis and requests by management; and communicating with a variety of stakeholders and team members.
Translating the results of analysis into clear, visual communications to help managers make informed decisions; translating complex concepts, findings, and limitations into concise, plain language; and presenting the results of quantitative analyses to non-technical audiences.
Researching and designing presentations of analytical outputs tailored to specific audiences, including the use of interactive and narrative storytelling; and working with stakeholders to create meaningful presentations and interpretations of analytical outputs.
Applying methods of exploratory data analysis; selecting appropriate models and identifying when data is insufficient to reach conclusions; and conducting observational analysis to explore/group data, test hypotheses, and predict outcomes.
Working with large datasets and numerous confounding variables; deriving meaning from complex data sets that include structured, loosely structured, and unstructured data; and synthesizing findings and turns them into meaningful insights.
Using appropriate analysis software to prepare data; and researching and analyzing new data management software and automation tools.
Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience must demonstrate experience in ALL areas as defined below:
Knowledge of modeling, managing, and analyzing large volumes of financial data;
Experience applying analytical and problem-solving techniques to identify financial trends and issues and develop solutions;
Experience conducting financial analysis and developing analytical reports and presenting data to management; and
Experience utilizing appropriate data analysis software (e.g., SPSS, NVivo, Tableau, MySQL).
