This position is organizationally aligned under the Nursing Service at the Jesse Brown V Medical Center, Chicago, IL (537) - a Level 1b Complexity VHA Facility. The Administrative Officer reports to the Deputy Director, Patient Care Services Chief Nursing Officer and has service wide responsibility to perform personnel, financial and administrative management funtions of the organization as well as planning, analyzing and/or evaluating the efficiency of internal adminstrative operations.
Duties
Major Duties include:
-Responsible for the fund control management and budgeting for the Service. In addition, the Administrative Officer will assist the following services aligned under the Associate Director of Patient Care Services, Sterile Processing Service, Recreation Service and Respiratory Service.
-Responsible for budget formulation, presentation, and execution functions to ensure that expenditures are consistent with budget formulation plans as the fiscal year progresses for the Service.
-Maintains the Consolidation Memorandum Receipt (CMR) 230 for Nursing Service, Sterile Processing Service, Recreation Service and Respiratory Service at Jesse Brown VA Medical Center and Lakeside Community Based Outpatient Clinics (CBOC).
-Evaluates and determines if current equipment should be replaced. Conducts Review of all work orders submitted by Nursing Staff concerning equipment, physical structure, and safety items.
-Develops and maintains the Medical Center Allied equipment request list for all services that is considered Allied Health Service for Jess Brown VA Medical Center. Works with the clinical chair, Chief of logistics, and the Associate Director to determine all facility requests for the allied services in facility.
-Responsible for procurement and contracting. Assists with services under the Associate Director of Patient Care, Sterile Processing, Recreation, Respiratory and Customer Services, as well as Safe Handling Coordinator.
-Negotiates contracts, agreements and cooperative arrangements with other government agencies, universities, or private organizations.
-Responsible for Human Resources and personnel management for the Service, resources policies, practices and procedures, including staffing, classification, employee relations and benefits.
In addition, will assist the following service aligned under the Associate Director of Patient Care, Sterile Processing, Recreation and Respiratory Services.
-Proactive relationship with Human Resources to assure compliance with policies and procedures as they relate to recruitment, evaluation processes and employee recognition.
-Responsible for managing the Nurse Proficiency program for all Registered Nurses, Nurse practitioners, and Certified Nurse Anesthetists across all services in the Medical Center.
-Works in conjuncture with the Deputy Director, Patient Care Services, Chief Nursing Officer to approve within grade increases, extensive overtime, and employee travel; recommends and/or approves as appropriate, awards or bonuses for subordinate personnel and changes in position classification.
-Responsible for the direct management of four (4) Time and Leave clerks.
-Provide technical and overall administrative management for Nursing Service. In addition, the Administrative Officer will assist the following services aligned under the Associate Director of Patient Care Services: Sterile Processing, Recreation and Respiratory Service which includes supervision of subordinate staff. For the named services, the Administrative Officer will report directly to the Associate Director of Patient Care Services.
-Develops, initiates, and implements administrative policies and procedures for facility-wide areas of responsibility which impact deadlines and may cause a necessary change in workflow or redistribution of the workload. Change in priorities may be required to meet deadlines or financial requirements.
-Hears and resolves complaints from employees; refers group grievances and more serious unresolved complaints to a higher-level supervisor or manager; effects minor disciplinary measures such as warnings and reprimands.
-Provides advice and guidance on interpretation and application of administrative directives and instructions
-Prepares and/or coordinates controlled correspondence, including congressional letter for Services.
-Reviews and evaluates completed staff action (memos, reports, studies, fact sheets, information papers) for overall quality of document.
Develops recommendations for the solution of highly complex administrative problems and conflicts.
-Plans and conducts detailed management studies and analyses to determine the impact of major medical facility re-organizations and changes.
-Participates in management operations by committee attendance or/or assignment, which may include Administrative Investigation Boards, Report Survey, Audits, Rapid Process Improvement Workshop (RPIW), and Joint Commision reviews.
-Responsible for the analysis and resolution of a wide variety of complex management problems encompassing administrative and professional aspects of the Medical Center and Medicine Service programs.
-Performs other related duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/28/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one (1) full year of specialized experience equivalent to the GS-7 level in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of an Administrative Officer, and that is typically in or related to the work of this position. Specialized experience includes: Coordinating and monitoring the functions of administrative services within an office; managing budget activities; assisting with contracting functions and managing procurement; assisting with human resources functions to include recruitment, position classification, performance, training, etc.; preparing letters, reports and presentations; retaining procurement records and reconciliations; making space utilization recommendations. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements. Physical Requirements: The work is primarily sedentary and is usually accomplished while seated at a desk or table, typically in an adequately lighted and climate controlled office. Some standing, walking, bending and lifting (up to 40 lbs.) is required. Physical exertions including stretching, reaching and pulling or pushing cares occurs when assisting with inventories or activities involving retrieving items from shelves and cabinets.
