CBO's Budget Analysis Division seeks an analyst for its Health Systems and Medicare Cost Estimates Unit, which communicates regularly with and provides assistance to Congressional committees; prepares multiyear budget projections; and produces cost estimates for legislation affecting Medicare and programs of the Public Health Service. The analyst will focus primarily on the Medicare program, with a particular emphasis on issues related to hospital and post-acute care services.
Duties
CBO's health analysts work closely with Congressional staff and federal agency officials; they have wide-ranging responsibilities and often contribute significantly to legislative and budget processes. The following are among the health analyst's responsibilities: -Prepare multiyear spending projections for different parts of the Medicare program; -Prepare cost estimates for legislation involving, for example, changes to Medicare's payment systems for hospitals and post-acute care facilities; and -Analyze the Administration's annual budget proposals.

Qualifications
The position requires the following:- Recent experience analyzing health policy or health data;- Strong quantitative skills;- Ability to develop and maintain analytical models;- Experience with data analysis software, such as SAS, Stata, python, or R;- Exceptional oral and written communication skills, especially the ability to clearly explain analytical results to colleagues at CBO, Congressional staff, and Members of Congress;- Ability to work effectively and collaboratively with a team of other health analysts;- Facility with handling multiple projects simultaneously, often under tight deadlines; and- A desire to contribute directly to the analysis of health policy in a nonpartisan setting. The following skills and experience are desirable but not required:- Knowledge of health care financing, federal health care programs, and hospital and post-acute care issues; and- Knowledge of federal budget, legislative, and regulatory processes.TECHNICAL QUALIFICATIONS:See Qualifications above
Education
EDUCATION:
The minimum requirements for the position include a graduate degree in public policy, public administration, public health, economics, statistics, or a related field; or a bachelor's degree in one of those fields and a minimum of four years of relevant work experience and a strong interest in health policy.
