The annual salary range for GS-7 is $47,297 to $61,485 and GS-9 is $57,853 to $75,206. The salary range contains multiple steps. In most cases, the salary will be set at the starting end of the range for the grade level selected for new federal employees.

Duties
If selected for this position, you will join a well-respected team that is responsible for providing a variety of human resources management services in two or more of the following functional areas: recruitment and placement, position classification, employee relations and performance management, employee benefits and human resources development. Typical work assignments will include:
Determining recruitment strategies and posting job announcements
Performing position analysis to determine organizational requirements
Reviewing applications and applying qualification standards
Providing advice and assistance on performance management
Providing advice on basic pay, premium pay and leave administration laws and regulations
Providing assistance in the administration of benefits programs
Processing personnel actions in an automated system and administering records management functions
Responsibilities will increase and assignments will become more complex as your training and experience progress.
This is an onsite position. The official duty station is 601 NW Loop 410 Suite 600, San Antonio, Texas 78216. While there may be occasional opportunities for ad hoc telework, District employees are not eligible for routine telework schedules until after they have been on the job for 1 year. After 1 year on the job, the current telework policy allows up to 2 days of routine telework per week. Telework policies are subject to change due to workload demands and onsite staffing needs. Employees must remain available for unscheduled onsite work even when on an approved routine telework schedule.
Requirements
- You must be a U.S. Citizen or National.
- Background investigation, credit check, and drug test required.
- You must be registered for Selective Service, if applicable.
- Time-in-Grade: Federal employees must meet time-in-grade requirements within 30 days after the closing date of this announcement.
- You must meet all qualification requirements within 30 days after the closing date of this announcement and before placement in the position.

- If selected, you may be required to complete a one year probationary period.
- For GS-7 position you must have served 52 weeks at the GS-5 level and for GS-9 you must have served 52 weeks at the GS-7 level.
- The grade may have been in any occupation but must have been held in the Federal service.
Qualifications
GS-7: To be eligible at the GS-7 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, Education, OR a combination of Education and Experience.
Specialized experience: One full year of specialized experience equivalent to the GS-05 level in Federal service is defined as experience performing administrative work which demonstrates a basic knowledge of human resources to include assisting senior HR specialists with recruitment actions; processing pre-employment packages; conducting onboarding of new employees; entering personnel and payroll actions into HR database; performing human resources records management duties; providing a general overview on Federal benefits.
OR
Education: Successful completion of one (1) full year of graduate level education (18 semester hours or the number of units your school uses to describe one graduate year of academic study) leading to a master's degree; or LL.B. or JD; which demonstrates the knowledge, skills, and abilities necessary to perform the duties of a Human Resources Specialist, OR a bachelor's degree with superior academic achievement.
OR
Superior Academic Achievement: A full four year course of study leading to a bachelor's degree (or expect to complete within 9 months) in a closely related field (e.g., Human Resources) and meet one of the following superior academic achievement provisions: (1) class standing in the upper one-third of the graduating class; (2) a grade point average (GPA) of 3.0 or higher as recorded on the official transcript, or computed based on courses completed during the final two full years of the curriculum; (3) a GPA of 3.5 or higher based on the required courses completed in the major field or the required courses in a major field completed during the final two years of curriculum; or (4) election to a membership in a national scholastic honor society.
OR
Combining Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. (Only graduate education in excess of the first full year may be used in this calculation.)
GS-9: To be eligible at the GS-9 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, Education, OR a combination of Education and Experience.
Specialized Experience: One full year of specialized experience equivalent to the GS-7 level. Specialized experience is defined as providing technical assistance to employees and management in a variety of staffing and recruitment services; generating vacancy announcements; processing personnel actions; reviewing position descriptions; assisting in administering guidance on pay and leave; employee benefits; retirement and other human resources functional areas.
OR
Education: One of the following types of education in a closely related field (e.g., Human Resources) Master's or equivalent graduate degree (such as an LL.B.); OR 2 full years of progressively higher level graduate education leading to such a degree.
OR
Combining Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 1 full year.
Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies. If your agency has notified you in writing that you are a displaced employee eligible for ICTAP consideration, you may receive selection priority if: 1) this vacancy is within your ICTAP eligibility; 2) you apply under the instructions in the announcement; and 3) you are found well-qualified for this vacancy.
