You will serve as a Contract Administrator in the Aircraft Readiness and Contract Logistics Department (N4), Contracts Division (N41) of CNATRA.
Duties
You will provide contract administration on various contacts for programs delegated to Chief of Naval Air Training Command (CNATRA).
You will make determinations on problems of production, performance, delivery, Government-furnished property, quality, quality assurance acceptance, or other areas affecting the contract.
You will conduct initial conferences with the contractor to provide information and clarify standard and special provisions of the contract.
You will monitor contractor's compliance with contract, regulatory, and statutory provision, such as patent and royalty, duty and customs, small business and labor surplus, and reporting requirements.
You will monitor expenditures on cost, incentive, and certain fixed-price contracts requiring funds control; reporting on anticipated deviations from estimated costs; and performing pre-award surveys upon request.
You will negotiate prices and execute supplemental agreements for spare parts, provisioned items, and repairs.
You will negotiate overhead rate agreements, resolves disagreements between auditor and contractor involving audit determined rates, negotiates and executes supplementary agreements, and prices for unpriced orders under basic ordering agreements.
You will administer long-term contracts, with delegated authority to administer and oversee funds in connection with most transactions.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing professional contracting functions (e.g., contract modifications, negations, pre/post award activities, solicitations, proposals) to administer contracts and authorize funds for the procurement of supplies or services for an organization.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
