This position is located in the Office of Human Capital Services (HCS),The Office of Human Capital Services provides world-class customer service to the public and Veterans Benefits Administration (VBA) employees who serve Veterans while ensuring positive interactions through efficient and effective employee life cycle management. This position is assigned to the Executive Management Team and reports to the Chief Executive Management Team, who serves as the immediate supervisor.
Duties
Specific duties include:
Independently executes the coordination and planning of a variety of support service functions for matters related to the Executive Management Team, including directives, forms, reports, purchases, general office administrative functions, correspondence preparation, briefings, special projects, studies and reports, and internal control actions.
Responds to telephone calls and/or email messages from senior leaders, managers, supervisors, and employees.
Initiates and conducts studies and performs or oversees projects related to areas of assignment, including those that may be controversial of high Department or public interest, or confidential in nature. Works closely with management as well as budget staff in developing and finalizing the HCS's budget requests and spending reports.
Provides administrative support to the Executive Director and for the office's program related activities.
Performs various actions that require initiative, flexibility, and sound judgment such as establishing priorities; scheduling, rescheduling, or refusing appointments; accepting or declining meeting invitations; and arranging for representation by a subordinate official.
Proofreads correspondence for completeness, accuracy, tone, clarity, grammar, spelling, and compliance with established policy. Conducts initial review of correspondence and documents prepared for the signature of, or requiring concurrence by, the Executive Director.
Provides administrative and clerical support to the Executive Director, and other staff on a variety of confidential materials. Exercises sound judgment in recognizing and giving priority to material requiring urgent attention.
Coordinates calendars to determine Executive Director availability for meetings, conferences, and other activities.
The incumbent must be sensitive to and cognizant of protocol with respect to requests for the Executive Director's attendance and participation at various meetings, ceremonies, events, etc.
Acts as a purchasing agent for procurement actions that are well defined, without precedence, or complex in nature.
Analyzes purchasing requirements against budget and recommends necessary revisions to the requestor.
Provides assistance in arranging HCS conferences and meetings.
Provides administrative, logistical, and technical assistance, including scheduling travel arrangements and coordinating required follow-up. Takes notes at staff meetings, ensuring that meeting notes and minutes are accurate and submitted in a timely manner.
Establishes written guidance and procedures for managing the office's administrative activities.
Tracks action items and deadlines; monitors sites, emails, and minutes; and responds and assigns within purview.
Performs other related duties as assigned.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade.
For a GS-14 position you must have served 52 weeks at the GS-13 level.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:

Specialized experience is defined as the following:
Knowledge overseeing a variety of administrative programs, including making travel arrangements for management and compiling information from a variety of sources to prepare reports.
Knowledge providing clerical and administrative support to supervisors and other key officials.
Experience fielding inquiries from a variety of customers and directing them to the appropriate personnel; and maintaining an executive's calendar by planning and scheduling appointments and meetings based on their priorities.
Knowledge of administrative regulations and operating procedures plus skill in applying administrative inquiry techniques to gather evidence of compliance with regulations.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: The work is mostly sedentary in nature. Some walking, stooping, and bending is required while attending meetings, inspecting work operations, and/or traveling.
