The Administrative Officer for Research reports to the Director of the VISN 2 Mental Illness Research Education and Clinical Center (MIRECC), with the primary responsibility of planning, developing, and directing the administration of the Research program, liaising with national offices, managing the budget, securing contracts, overseeing management of MIRECC offices, and supervising all staff in the Administrative Core of the Center.
Duties
Duties include, but are not limited to:
Administrative Management
The incumbent i s responsible for all personnel management functions of the MIRECC including: staffing, employee relations, position classifications and qualification standards; appointment authorities; grievance procedures; techniques for counseling personnel; performance standards; procedures for disciplinary actions; the need and techniques to control the abuse of sick leave; the proper scheduling of annual leave; processing of personnel recruitment; separation, promotion and demotion; the incentive awards program; quality increases, superior performance; outstanding and group awards; and employment of psychologists, physicians, biologists, social workers, and nurses within research.
Receives incoming requests from research investigators when a need for new personnel exists. Reviews, analyzes and interprets incoming requests, recommends appropriate action or suggests appropriate alternatives based on knowledge of internal operations, agency policies, budgetary constraints and work priorities.
Coordinates and oversees all performance appraisal rating activities of the MIRECC, assuring compliance with labor contracts and VA regulations.
Serves as a liaison between Human Resource Management Service and MIRECC management and staff concerning personnel- related matters and provides advice on solving complex personnel-related problems and calls to the attention problems that require HR intervention or correction.
The incumbent develops and implements local policies and standard operating procedures to ensure compliance with VA and federal regulations in multiple areas (e.g., protection of human subjects, research safety, security of research facilities, intellectual property, training, credentialing, protocol processing, service and equipment procurement, construction and renovation, space utilization).
Oversees records management for the MIRECC and ensures all research data is handled, stored, and transported according to the policies of the VA Office of Research & Development, the JJPVAMC Research & Development Committee, the JJPVAMC Institutional Review Board, and Federal law.
Program Analysis- Performance
Conducts qualitative and quantitative analysis on the collected data to determine the efficiency and effectiveness of MIRECC research, educational, clinical, and administrative operations as they pertain to meeting established goals and objectives.
Uses analytical techniques, such as cost/benefit analysis and workflow analysis, to develop proposals and make recommendations to restructure program areas within the MIRECC that may require redistribution of significant portions of tasks or positions that are distinct but interrelated.
Scientific Equipment & Resource Management
Reviews, updates and disseminates any changes to the MIRECC Emergency Disaster Plan, the fire and safety plan, and the GEM Clinical Contingency Plan.
Supervises the preparation of blueprints, utility overlays and budget estimates relative to all research and development alterations and space expansion as decided in conference with the MIRECC Director. The Administrative Officer reviews, with the engineering officials, the progress of the space modification to determine that the planned installation conforms with submitted and approved specifications.
Budget/Financial Management
Oversees the budgeting and financial management of the MIRECC.
Maintains a continuing review of operating and financial programs. Determines the need for budget reprogramming and initiates the necessary action.
Manages Procurement, Agreements, MOUs and Contracting for the MIRECC. This includes preparing procurement requests, evaluating proposals for work, and maintaining procurement and contracting records.
Negotiates business agreements and contracts.
Supervisory Responsibilities
Plans and assigns responsibilities to supervisees and creates systems to measure and evaluate employee performance and operational efficiency.
Interviews candidates for positions in the unit; recommends appointments, promotions, and reassignments to unit positions; identifies and provides for training needs; and finds ways to improve production or increase the quality of work within the area of authority.
Performs other duties as assigned.
Work Schedule: Monday-Friday, 8:00am-4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/28/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Knowledge of a full range of functional areas such as administrative management, human resources/personnel administration, purchasing and contracting, supply and property management, records management, facilities management, and related administrative areas in order to ensure compliance with established agency policies, directives, regulations, practices, procedures and controls.
Knowledge of the administrative workings, procedures and services affecting research and quality improvement projects in the hospital setting, as well as specialized knowledge of all regulations pertaining to research activities (e.g., research biosafety, human subject protections, data storage and transport) and VA grant-funding mechanisms.
Knowledge of policies, goals, objectives, regulations and guidelines for program budget formulation and execution to analyze, evaluate, and adjust for changes in program plans and funding and their effect on budget. The incumbent must also apply this knowledge to purchasing, human resources, travel, training, safety, customer service, and other aspects of the job responsibilities.
Mastery in the application of a wide range of qualitative and quantitative methods for the assessment and improvement of program effectiveness. Demonstrated knowledge of computers and software applications necessary for business management, budget formulation, data collection, and database maintenance, and the ability to quickly learn VAMC software packages.
Skill and ability to plan, organize, and direct multiple tasks and projects, establish priorities, and meet deadlines. Skill in managing resources and the efficient utilization of personnel in order to plan and project the needs of the department.
Ability to develop effective working relationships with employees and VA staff from across the VISN, VACO, other VHA research centers, as well as university deans and faculty, other government agencies, scientific collaborators, and company representatives in order to discuss proposed methods, policies, procedures, rules, and regulations for research projects.
Knowledge of program goals and objectives, work processes, and operational needs of an interdisciplinary research center, and the ability to communicate effectively in oral and written form to convey technical information about projects and finances to stakeholders in an accessible fashion.
