The incumbent functions as the Administrative Officer (AO) in the Medical Subspecialties' Patient Care Center (MSS). The purpose of the position is to perform complex administrative functions that include administration, human resources and management, budget and finance, management analysis, office support services, document control, logistics, procurement of equipment, supplies, data and performance analysis and presentations and a variety of related administrative matters.

Duties

Duties include, but are not limited to the duties below: The Administrative Officer monitors, assesses, provides recommendations, and writes reports concerning: Adequacy of personnel, space, and budget; Program's needs; explores methods of obtaining necessary resources; Compliance with quality control and proficiency testing programs, safety standards, accreditation requirements, and agency policies; Development and maintenance of the organization's system to ensure that accreditation requirements are met, including, but not limited to, FPPE/OPPE, Clinical Pertinence Reviews. Utilizes a variety of technical applications, including but not limited to Microsoft Office software package (Excel, PowerPoint, Visio, Outlook), VISTA, VSSC, and computer databases for the successful collection, compilation, and/or tracking of patient appointments, provider workload data and statistical information related to MSS initiative and sets forth standard performance measure benchmarks. Data analysis (e.g., VERA, DSS, KLF, VSSC, ICB, Data Portals, etc.) to enhance the effectiveness, capture of insurance billing and VERA allocation and present the analysis to leadership and at local and regional meetings as required. Audits schedulers twice a year to ensure adherence to scheduling policy. Systematic analyses and presentation of historical data and trends; formulation of work distribution charts, workflow charts; and compilation of workload data to assure compliance with standards and improve efficiency. Collaborates with PA to create custom reporting to meet facility needs and meet performance objectives of facility, VISN, and national and validate national and VISN reports as required due to discrepancies and outlier data. Secures, coordinates, and supervises PA in preparing statistical reports and other information for the staffing statistics, organizational charts, clinic utilization, provider productivity, employee evaluations, etc. including but not limited to biannual MSS PCCD's Executive Career Field (ECF) self-assessment and the MSS providers' annual Pay for Performance (P4P) award documents. Ensures the Service Chiefs are maintaining required outpatient and inpatient care standards and activities, such as missed opportunity rates, incomplete clinical encounters, and progress notes, post inpatient discharge appointment follow-up, completion of various annual clinical reminders screens i.e., Depression, Suicide Risk, Alcohol and Tobacco use, etc. Executes New Acquisition plans for future contracts Serves as Contracting Officer Representative (COR) by preparing required documentation such as Vendor quotes, Statement of Work (SOW), Market Research, Independent Government Cost Estimate (IGCE), VA-6500 (Contract Security Appendix) and completed 2237s. Responsible for property management by performing annual/semi-annual inventory inspections and completing the electronic inventory list (EIL) for items and equipment assigned to MSS. Recommends strategies to improve implementation and evaluation of programs and processes; advises management of unique or troublesome conditions that affect program activities. Gives guidance on interpretation and implementation of new or revised legislation, directives, policies, regulations, and procedures. Oversees the ADPAC functions needed for the service Performs other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/17/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Creating reports, coordinating and scheduling meetings, and submitting requests/work orders using a personal computer and office automation programs (such as word processing, spreadsheets, etc.); maintaining and updating department or service-level databases and shared computer drives; accurately preparing timecards for submission and processing; resolving timekeeping issues related to overtime, holiday pay, unscheduled hours, and various types of extended leave; managing and balancing financial aspects of general fund control points and purchase procedures; and preparing and submitting requests for recruitment, promotion, reassignment, and disciplinary actions. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M.. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first two years or 36 semester hours. Physical Requirements: The work is predominantly sedentary in nature with some physical exertion, such as walking, bending, stooping, and moderate lifting. To accomplish the interaction necessary with other staff/services, may involve long periods of standing and walking to many other areas of the Medical Center. Incumbent is required to do light maintenance of printers to load paper, toners, etc. Lifting of printer and box of paper may be required not to exceed 50 pounds. Constant looking into the computer display screen may also affect the eyes after prolonged periods of time. Concentration and sustained performance under stress in required because of time factors involved and completion of the work.
