This position is located in the Office of the Chief Information Officer (OCIO), National Transportation Safety Board (NTSB) in Washington, DC. The incumbent will serve as the lead IT project manager for the OCIO beginning with a multi-million-dollar Technology Modernization Fund (TMF) program to enhance NTSB's external customer experience by developing comprehensive IT project planning, budget, procedures, and providing guidance, on TMF program risk, acquisition, and milestone management.
Duties
As a Information Technology Project Manager, GS-2210-15, you will perform the following major duties:
- Manage and administer all aspects of the major IT projects/ programs, including reviewing and approving all contract transactions and continual evaluation process to ensure that IT investment supports the agency's mission on time and within cost.
- Identify, gather, track, and analyze data to ensure compliance with policies and procedures.
- Lead Agile processing, and oversee budget estimates in projects, programs and ensure related activities associated with an agency wide project management program for multi-year execution are aligned.
- Establish and lead integrated project teams (IPT); explain team goals and objectives to assigned team members and assist team in organizing to accomplish work; coach, facilitate, solve work problems, and participate in the work of the team; communicate assignments, milestones and deadlines to the team and individuals based on supervisors' instructions.
- Perform analysis of proposed program actions and advise agency officials and program managers of the most practical courses of action.
- Lead and coach teams that includes matrix of technical staff within the modal line of business, budget analyst, and other project related staff; works with the Chief Technology Officer in execution of the project management and other administrative matters.

Qualifications
To qualify for this position, you must meet the following:
Experience - Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
For all IT positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Specialized Experience:
GS-15:
You MUST have one year of specialized experience equivalent to at least the GS-14 grade level in the Federal service (experience may have been gained in the private sector). Specialized experience is defined as: (1) Experience with wide range of project management for multi-year funding programs and lead agency-wide IT project initiative. (2) Contract performance and management of multi-million-dollar acquisition program. (3) Application of analytical and evaluation methods. (4) Program analysis techniques for agency wide projects. (5) Develop and interpret IT policies, regulations, procedures, SOPs, reports, and strategies governing the planning and deliver of IT services. (6) Apply advanced IT principles, concepts, methods, standards, and practices to accomplish project/program assignments/plans. (7) Provide expert technical advice, guidance, and recommendations to management and other technical specialist on critical IT program/project issues. (8) Skill in agile principles, practices, and techniques. (9) Apply new developments to previously unsolvable problems; and make decision or recommendations that significantly influence important IT policies or programs. (10) Ability to communicate with technical teams, and stakeholders to ensure and agencies contractors' compliance and interagency IT requirements are being meet. (11) knowledge of existing and emerging technologies and their applicability and implementation with the IT environment and the associated security requirement.
Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.
