The primary purpose of this position is to is to Plans and implements a year round Youth Center program and enhanced youth sports and fitness program for all your ages 5-18. Program activities may include: Conventional and well established Boys & Girls clubs of America Program activities, 4-H, Air Force program activities for you and teens, and sports activities.
Duties
Plans and coordinates the year round Youth Center program and enhanced youth sports and fitness program for youth ages 5-18.
Conducts on-going formal and informal youth sport needs assessments to plan for future needs. Reviews program guidelines resource materials and local community youth programs to obtain ideas to be adapted to fit installation requirements.
Cultivates a cooperative relationship between the civilian and military communities by establishing and maintaining liaison in the community with civic organizations, youth groups, private associations, church groups , educational institutions, national associations and other program administrators.
Arranges for necessary supplies, transportation, space and services for youth fitness and sports program activities.

- Incumbent is subject to work an uncommon tour of duty to meet program requirements including nights, weekends and holidays.
- May be required to travel by military or commercial aircraft when performing temporary duty (TDY).
- May require physical dexterity and ability, heavy physical exertion, and exposure to hazardous materials.
- This position has been identified as a designated position under the Air Force Drug Testing Plan. Incumbent(s) of this position is subject to the possibility of a random drug test.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Management positions - Recreation Specialist Series 0188
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes knowledge of program planning and methods of operations for typical and conventional program activities of a small dependent youth center. Use judgement to plan and establish program objectives, performance goals, make adjustments to meet new requirements, emergencies, or changing programs within established resources in order execute basic dependent youth activities programs and recreation services.

EDUCATION 1 full year of graduate level education in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as General Recreation, Outdoor Recreation, Recreation and Parks Leadership, Wild Land Recreation Management, Natural Resources Recreation, Youth Recreation, Public Urban or Community Recreation, Special Populations Recreation or Physical Education or superior academic achievement

COMBINATION OF EXPERIENCE AND EDUCATION:The specialized experience as described, but less than one year; and I have some graduate education as described, but less than the required one year. Therefore, containing a combination of experience and education. (Note: You must attach a copy of your transcripts.)
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of the principles, concepts, developmental appropriateness and techniques of programs, sports and fitness for youth and teens.
Knowledge of program and facility management safety, fire and environmental regulations, practices, and procedures as well as facility design and equipment selection and purchase.
Ability and skill in teaching and communicating effectively with others both orally and in writing to promote and report on the program, train paid staff and volunteers and to resolve problems and answer questions relating to the program.
Knowledge of preparing budgets program evaluations and facility administration managing financial and physical-resources of teen programs; and is effectively organizing and utilizing available resources within the program framework.
Ability and skill in performing liaison duties with military and civilian agencies to promote opportunities for the youth in sports and fitness arena.
Ability to train individuals effectively.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
