The primary purpose of this position is to provide professional expertise in developing, implementing, and conducting comprehensive year-round community center programs for the military and DoD civilians and their families assigned to Elmendorf Air Force Base, Alaska.

Duties

Plans, organizes, and directs the activities of Community Activities, ensuring that Recreation Center complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents 3rd Services Squadron with a variety of installation and functional area organizations. Develops and executes, through assigned staff, programs which support singles, families, and special groups such as retirees, spouses, and private organizations. Provides an on-site Recreation and Referral program which offers one-stop information on leisure time opportunities (on and off base) and assists individuals in locating these services. Closely monitors and prepares projections and adjustments to the APF and NAF budgets.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • This position is subject to background checks in accordance with Public Law (PL) 101-647.
  • Works an uncommon tour of duty to include weekends and evenings.
  • Must have a valid driver's license prior to entry on duty and maintain it during his/her period of employment to drive to activities throughout the base and the local community.
  • Physical requirements include ability to climb steps and lift objects up to 25 lb.
  • This position has been identified as a designated position under the Air Force Drug Testing Plan. Incumbent(s) of this position is subject to the possibility of a random drug test.
  • Incumbent must have a physical examination, a Tuberculosis skin test, and required immunizations in accordance with applicable regulations.
  • This is a supervisory position, a 1 year probationary period may be required

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Recreation Specialist Series 0188. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a very wide range of the principles, concepts, and techniques of recreation such as would be gained through extensive experience in planning and coordinating recreation programs, which enables the employee to plan and conduct a large, atypical community activities plan. Knowledge of the range of activities and services and of participant interests and needs typical of a community activities program which enables the employee to develop and conduct a very large and diversified program in this specialty area. OR EDUCATION: Successful completion of a Master's, equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree with a major study in general recreation, one of the appropriate fields of recreation such as outdoor recreation; recreation and parks leadership; wild land recreation management; natural resources recreation; youth recreation; public, urban, or community recreation; special populations recreation (e.g., senior citizens, institutional, etc.); or physical education. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience above may be used to qualify for this position if the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a variety of morale, welfare, and recreation programs and safety and security regulations, practices, and procedures. Knowledge of general business practices sufficient to operate a budget and make recommendations. Skill in writing and developing publicity promotions to gain interest in available programs. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization and administer recreation programs designed to stimulate and sustain the interest of participants. Ability to communicate effectively, both orally and in writing. Ability to develop solutions to problems and make sound recommendations to higher level officials. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
