Duties
As a Program Analyst (Energy), you will:
Ensure policies, programs, and initiatives related to energy efficiency and climate change are implemented in an efficient manner and are coordinated through interagency partnerships and joint initiatives.
Analyzes new or proposed program policies and their impact on current assisted housing policies and operations.
Formulates policy and program guidelines to ensure energy efficiency and climate priorities are appropriately reflected in the Department's Strategic and Management Plan.
Serves as a subject matter expert in partnership with the Department of Energy and other Federal agencies, as necessary, to provides policy and program support for the development of energy efficient guaranteed loan programs for financing energy efficiency in HUD-assisted programs.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
Analyzing agency policies and practices and develops realistic recommendations for improvement at creating more energy efficient and environmentally sustaining assisted housing properties; AND
Developing standards, procedures or guidelines to communicate program requirements to stakeholders; AND
Designing and developing cross-agency policies, standards, programs, and initiatives to reduce energy consumption that ensure energy efficiency is integrated into ongoing programmatic and field operations.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13 you must have been at the GS-12 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
