This position serves as a supervisor of the Security, Safety and Emergency Management Division (SEMD), Enterprise Office (EO), Business Center (BC) - Operations Office, Rural Development (RD) U. S. Department of Agriculture. The division administers physical and personnel security programs. Remote/Virtual: NO The selectee will report to USDA office located in Washington, DC.

Duties

Supervises geographically dispersed division staff, whose work consists of security, continuity of operations, occupational safety and health, and emergency preparedness/disaster coordination assignments. Defines objectives and general operating procedures; exercises related personnel management functions, which include the development and assignment of goals, objectives and policies for subordinate supervisors and organizations. Plans work to be accomplished, sets priorities, and prepares schedules for completion of work. Provides advice, counsel, and instruction to employees on both work and administrative matters. Oversees RD's emergency management preparedness and disaster recovery programs as well as the occupational safety and health program. Oversees the physical and personnel security programs and assigned aspects of document/information security.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Applicants must meet one year at the next lower grade to be considered for the next higher grade. (e.g.: one year at the GS-14 grade level for consideration for the GS-15 grade level.) For the GS 15 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level; or its non-Federal equivalent that demonstrates: Defines objectives and general operating procedures; exercises related personnel management functions, which include the development and assignment of goals, objectives and policies for subordinate supervisors and organizations; Provides executive leadership in the development, promulgation, and implementation of occupational safety and health policies and procedures; Experience in review and implementation of US Office of Personnel Management policies and guidance for personnel security programs; Experience in pre-determinations, and adjudications of low risk investigations; Advises top management in planning, coordinating, managing, and responding to emergency management, preparedness, and recovery events and emergencies involving the RD programs; Applies personnel management functions for the Division; Provides administrative leadership in Equal Employment Opportunity (EEO) Programs.
