This position is located in the Department of Homeland Security (DHS), Office of Biometric Identity Management.
The primary purpose of this position is to serve as a subject matter expert for the development and management of requirements and business analytical documentation providing staff with objectively based information and guidance for making decisions on the administrative, programmatic, and technical aspects of agency requirements.
Non-BU: This is a non-bargaining unit position.
Duties
As a BUDGET ANALYST, GS-0560-9/11, your typical work assignments may include the following:
Processes financial transactions related to the allotment, commitment, obligation, and expenditure of government funding in the organizational system(s) of record in accordance with Standard Operation Procedures accurately under the oversight of the team lead.
Processes financial documentation related to commercial and federal transactions in accordance with Standard Operating Procedures under the oversight of the team lead.
Prepares funding requestdocumentation in coordination with organizational requirements and in accordance with Standard Operation Procedures under the oversight of the team lead.
Analyzes, summarizes, and prepares narrative reports and related presentation material related to budget and financial management for both internal and external stakeholders in accordance with organization guidance under the oversight of the team lead.

Requirements

Qualifications
GS-09 Level: You may qualify at this grade level by meeting one (1) of the following below:
Specialized Experience
You must have at least one (1) year of specialized experience equivalent to the next lower grade level in federal service (GS-7) or public or private sector equivalent. Specialized experience is defined as:
Preparing financial commitment and obligation documents to support program requirements.
Providing financial guidance regarding funds commitment and obligation, payment management, travel, and/or purchase card management.
Complying with an organization's funds control policy.

Substitution of Education for Experience
You may substitute education for experience at this grade level by possessing one of following:
Master's or equivalent graduate degree
Two (2) full years of progressively higher level graduate education leading to such a degree
LL.B. or J.D., if related.

Combination of Education and Experience
You may qualify at this grade level if you have a combination of education and experience (i.e. 6 months specialized experience and over 18 graduate level credits).
GS-11 Level: You may qualify at this grade level by meeting one (1) of the following below:
Specialized Experience
You must have at least one (1) year of specialized experience equivalent to the next lower grade level in federal service (GS-9) or public or private sector equivalent. Specialized experience is defined as:
Providing support and assistance in analyzing and tracking budget expenditures.
Providing guidance on budget procedures and policies to ensure accurate and timely budget execution.
Applying budgetary concepts, methods, and techniques in the execution of funds for operational budgets.

You may substitute education for experience at this grade level by possessing one of following:
Ph.D. or equivalent doctoral degree
Three (3) full years of progressively higher-level graduate education leading to such a degree
LL.M., if related

Combination of Education and Experience
You may qualify at this grade level if you have a combination of education and experience (i.e. 6 months specialized experience and over 36 graduate level credits).
NOTE 1: Only graduate education in excess of the amount required for the next lower grade level may be used to qualify for the next grade level. You must submit a copy of your transcripts for review.
NOTE 2: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. You must also submit a copy of your transcript for review if substituting education for experience.
