This position serves as the Controlled Substance Coordinator (CSC) and reports to the Medical Center Director through the Chief of Quality and Patient Safety Service. The CSC serves as the hospital wide Controlled Substance Coordinator overseeing all initiatives for the VA Loma Linda Healthcare System as it relates to the Controlled Substance Inspection Program.
Duties
Design and implement a comprehensive program for controlled substance inspections relative to every area of the healthcare system that stores, uses, administers controlled substances or other commonly diverted medications to ensure safety and control of all inventories.
Interpret the regulatory guidance and create and design inspections that comply, while also aiming to cause the least possible disruption in patient care.
Investigate, categorize, determine and follow-up the inspection findings and other incident reports tracking the program's success metric and non-adherence to regulations to ensure receipt of adequate corrective action plans from Service Line Managers/Chiefs.
Ensure that all directives associated with its position are met in preparing annual and cyclical planning documents.
Function as the facility's lead manager and coordinator of its Controlled Substance programs and is the recognized authority.
Provide technical expertise in the field of health care planning and comprehensive advice and assistance to the Director regarding possible need for revision of regulations and policies governing Controlled Substance planning activities.
Provide in person and one-on-one training for new inspectors into the Controlled Substance Programs and providing annual group training to existing inspectors.
Ensure that all documented complaints are recorded by the Patient Advocate Office, relating to possible alteration activities.
Collaborate between parties to ensures that any and all reviews are concise and accurate, then summarized in the monthly and quarterly report(s) submitted to the Healthcare System Director via the Executive Leadership Board.
Utilize Analytics and/or Reports when conducting their comparative process analysis regarding the identification of problematic trends, investigation of discrepancies, as well as other anomalous activity.
Evaluate alternative processes and provide means of implementing effective solutions.
Utilize Document Management System (DMS), ProClarity, CPRS and Vista reports to provide the Service Chief with timely management information for monitoring and determining necessary changes.
Pursue new technologies and work processes and trains Pharmacy Services employees to use new techniques and technologies to enhance operations for identifying issues with controlled substance processes.
Propose and implement improvements to new operations as new regulations and laws are enacted in collaboration with the Service Chief.
Design, develop, produce, and implement data reporting systems for inputting and displaying data and information in a variety of formats that will assist in producing analytical reports.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/23/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Design and implement a comprehensive program for controlled substance inspections; interpret the regulatory guidance and create and design inspections that comply; ensure that inspections are customized; provide technical expertise in the field of health care planning; and provide in person and one-on-one training for new inspectors. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to such a degree, from an accredited college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the second year.

Physical Requirements: The work is generally sedentary with visits to worksites requiring walking and standing, especially when conducting an inspection. Some bending, stooping, and carrying light items such as paper, binders and medical charts is required. Keyboarding, communications, either by telephone or in person, filing and record keeping are the principal activities.
