The position is under the Division of Administration and Management, General Services Branch, Property Management Section at Gallup Indian Medical Center. The purpose of the position is to serve as the property accounting specialist for the hospital. This position reports to Director, GRSSC, Supply Management Officer.

Duties

Responsible for establishing and maintaining files and records for personal government property; purchase orders and receiving reports for equipment; government vehicles and real property. The property inventory system includes government owned capitalized and non-capitalized such as medical and office equipment, communications and reprographics equipment, computers, biomedical equipment housekeeping and kitchen equipment, office furniture, operations and maintenance equipment vehicles. Provides technical assistance to program officials and staff members on equipment needs and meets with various department Custodial Officials regarding equipment replacement requirements. Reviews all Service Unit requisitions in the Unified Financial Management System for appropriateness and assures that equipment are in accordance with guidelines and enters the required information in UFMS. Receives and verifies equipment orders against packing ship/purchase orders for the Service Unit; notes shortages, damages or discrepancies. to conduct search related to area of responsibility. Insures that property identification number (decal) has been attached to each equipment received through purchase, demonstration/loaners, transfer or donation and obtain the required information and to establish and maintain the Property Management Information System (PMIS) on all non-expandable government property.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. MINIMUM QUALIFICATIONS: GS-09: Applicants must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. of J.D., if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. -OR- Applicants must have 1 year of specialized experience that equipped me with the particular knowledge, skills and abilities to successfully perform the duties of this position. This experience is related to the work of the position and equivalent to at least the GS-07 level in the Federal service as described in the vacancy announcement. Examples include: working with personal property management program and applying inventory management principles, concepts, and methodologies; working with procurement of supply requirements that are complex in nature due to the diversity of the needs of a major hospital. Working with requisitions, policies, procedures, or other instructions relating to the specific functions assigned. Working knowledge of one or more automated personal property/supply data base(s) to enter, correct, and retrieve recurring reports, to structure/retrieve specialized reports; develop and implement service-wide personal property management procedures, and systems to implement the administration of acquisition, dispositions, economical and efficient utilization, custody, maintenance and accountability processes for inventory and equipment Combining Education and Experience: Equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of the first year (18 semester hours) may be used to qualify applicants for the GS-09 level. NOTE: a copy of your transcript is required. Note: Applicant must have a valid State Driver's License to operate a government vehicle. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
