The primary purpose of this position is to serve as a Inventory Management Specialist supporting the Gallup Regional Supply Service Center within the Administrative Service Branch of Navajo Area Indian Health Service.
Duties

Develops records, establishes internal policies and assures the maintenance of an automated system to eliminate duplicative storage, optimize utilization supplies, safeguard government assets, maintain inventories, maintain and improving accountability, obtain accurate and complete records for stock replenishment.
Evaluates supply management functions and recommends steps to make improvements as necessary to assure compliance with supply management by reviewing documents, inspections and program reviews.
Assures accountability of supply usage by matching finance coding with supply codes and recording usages by specific departments/activities working with the Finance Section.
Manages the disposition of unrequired, excess and short dated materials to and from other areas of IHS and audits are performed.
Coordinates on-the-job training for employees and reviews of other area/service unit inventory management processes associate with supply management operations.
Monitors, evaluates, interprets and analyzes monthly issues and other data to determine supply replenishment requirements in projecting budgetary needs and to assure order data are accurate.
Manages data entry, and data transmission to the Data Center using automated inventory systems for supply inventories.
Responsible for the cataloging of bulk supply items on computerized records, which include customized order books for facility level issue books.
Plans and schedules ongoing production-orientated work on a daily monthly, quarterly, semiannual and annual basis.
Assigns work and deadlines to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
Evaluates work performance of subordinates.
Interviews candidates for positions in the unit; recommend appointment, promotions, or assignment to such positions.
Hears and resolves complaints.
Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
MINIMUM QUALIFICATIONS:
GS-11:
Ph.D. or equivalent doctoral degree - or
3 full years of progressively higher level graduate education leading to such a degree - or
LL.M., if related to the knowledge, skills, and the abilities to do the work - or
One (1) year of specialized experience equivalent to at least the GS-9 level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: serving as facility inventory management subject matter expert in the planning, coordinating and executing an inventory and commodity management program; establishing procedures, overseeing and reviewing physical inventories and supply reconciliation; conducting data or information analysis for acquisition planning; planning and reviewing supply or inventory processes, functions and related systems; and exercising supervisory responsibilities to include planning, assigning and evaluating work and resolving complaints.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
