About the Position: This is a Procurement Analyst, GS-1102-13 with the U.S. Army Corps of Engineers, Galveston Contracting Division. A Recruitment/Relocation Incentive of up to 25% of the Base Salary, MAY be offered, depending on funding availability and management discretion. An Incentive must be requested by selected applicant at the time of the tentative job offer and approved prior to hire. An Incentive requires a signed service agreement. *Location may be negotiable after selection.*

Duties

Provide direction and advice to District elements, Branch Chiefs, and the Chief of Contracting in areas of acquisition planning, contractual strategy, and execution of acquisition programs. Review management decisions affecting implementation and changes in policies, procedures, and methodology, to assure intended and consistent interpretation and compliance by the District. Conduct training of contracting personnel to improve acquisition practices. Publish informational material to inform, clarify, and explain regulatory and policy changes, and to note recurring errors observed during contract review. Resolve acquisition compliance problems and develops path forward for corrective action. Determine trends for identification of training requirements and makes recommendations for such to the Chief of Contracting. Analyze the implementation and effectiveness of an organization wide procurement policies, standards, and procedures to ensure current and future compliance with all applicable provisions of acquisition regulations, statues, or policy memoranda.

Basic Requirement for Procurement Analyst: (Must have 1 of the following- Please provide supporting documentation in application) Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions, including at least 4-year's experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. AND A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. OR Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D. OR You have a Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision-making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: 1) Applying a full range of contracting laws, regulations, policies, procedures, and contract types applicable to pre-award AND post-award contract actions for a variety of complex multi-million dollar, programs, services, and construction serving as a mid-level or senior-Level (Class II, III, IV) warranted contracting officer.; AND 2) Conducting detailed reviews on all types of major/complex contract actions to ensure compliance with laws, regulations, policies, standards, and procedures; AND 3) Researching, reviewing and/or interpreting regulatory and directive material applicable to the acquisition and contract administration of equipment and materials, services, design, and construction. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: LeadershipOral CommunicationPlanning and EvaluatingProcurement Analysis Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). DUTY LOCATION INFORMATION: If an alternate duty station is negotiated, the position will be considered virtual. This position would be considered remote and be required to sign a remote agreement with the expectation of at least 4 TDY visits to the Galveston District office yearly. Salary posted is a range for the standard duty station localities and will be adjusted to the locality of selectee's physical duty location.
