This position serves as a Supervisory Management and Program Analyst in the Department of Justice (DOJ), National Security Division (NSD), Office of lntelligence (OI). The NSD coordinates the DOJ' s efforts in carrying out its core mission of combating terrorism and protecting national security. NSD is responsible for supervising the enforcement of all federal criminal laws related to counterterrorism and counterespionage except for those specifically assigned to other divisions.

The primary purpose of this Supervisory Management and Program Analyst position is to plan, manage, coordinate, and supervise the full range of resource management activities and administrative support functions, including budgeting and financial management, administrative units' supervision, procurement, inventory, human resource management, classified information management, and safety and security for OI. The position reports directly to the Senior Executive Service (SES) Operations Section Chief and oversees: (1) OI's classified management infrastructure (CMI), and (2) all administrative support and management work performed for all OI and its personnel. Duties and responsibilities of this Supervisory Management and Program Analyst position include but are not limited to: Oversees, plans, supervises, and coordinates the responsibilities between the Classified Information Management Unit (CIMU) and the Administrative Operations Unit (AOU). Develops, designs, manages, and implements OI's electronics records management system to enhance OI's secure connectivity to the FBI and other agencies of lntelligence Community (USIC). Oversees and manages the filing of classified applications with the Foreign Intelligence Surveillance Court (FISC) and the receipt of approved FSIC orders and other documents for processing and distribution within the Executive Branch, as well as serving as general liaison with the FBI and FISC's clerk's office. Oversees, manages, and implements OI's record keeping and administrative database, which serves as OI's repository for documents, and supervises the maintenance of the database used to track documents within OI. Plans, directs, manages, develops, designs, and implements total support services programs and operations within OI and coordinates those programs and operations on Division- and agency wide basis, as well as members of the USIC. Prepare OI budget requests that align with OI's strategic plans. Prepares OI's annual operating plan (budget) and periodic budget reviews. Implements approved resource plans. Monitors OI's expenditures against budget by maintaining up-to-date records. Ensures reconciliation with the official accounting system. Ensures that the functions of the CIMU and the AOU are seamlessly coordinated so that they work in tandem and reinforce each other as needed to advance OI's critical national security mission. Performs the administrative and human resource management functions relative to the staff supervised. Establishes guidelines and performance expectations for staff members, which are clearly communicated through the formal employee performance management system. Participates in the development and coordinates overall policy regarding support service operations, procurement, facilities, administrative services, and CMI. Serves as the focal point in the development of long range plans undertaken and designed to increase the effectiveness of NSD's procurement, facilities, and administrative services staff, and CMI.

Qualifications

To qualify for the position of Supervisory Management and Program Analyst, (GS-0343-15), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to this series and grade. If you are a current Department of Justice employee on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the next lower grade level, to meet the time-in-grade requirements for this occupational series and grade. Specialized Experience for the SUPERVISORY MANAGEMENT AND PROGRAM ANALYST, GS-0343-15 - your resume must demonstrate one year of specialized experience equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector managing a classified document handling program and the administrative operations of an organization.
