The primary purpose of this position is to serve as a senior civilian advisor to the Secretary of the Air Force Director of Staff. The Special Assistant is a confidential advisor and champion on priority issues for the Secretary of the Air Force, Under Secretary of the Air Force, and Director of Staff.
Duties
Conducts numerous complex, sensitive, and high priority special assignments involving extensive research, fact finding, and policy recommendations on a variety of critical subjects of the highest importance within the Office of the Secretariat of the Air Force Director of Staff.
Serves as a personnel specialist/analyst providing complex civilian personnel services for the Secretary of the Air Force Director of Staff and Department of the Air Force Headquarters Staff offices.
In coordination with the appropriate offices, assists in the planning, execution, and recording of the Secretary of the Air Force Director of Staff strategic planning policy, and executive management initiatives.
Represents SAF/DS with the entire Department of the Air Force Headquarters population, major commands/field commands Directors of Staff, Field Operating Agencies, Direct Reporting Units, and with Office of the Secretary of Defense and Joint Staff executive staffs.

- TRAVEL AND RELOCATION EXPENSES WILL BE PAID in accordance with the JTR AND AFMAN 36-606. This is a Centrally Managed position.

- The incumbent may occasionally be required to work other than normal duty hours, which may include evenings, weekends or holidays
- Disclosure of Political Appointments
- Travel by commercial or military conveyance in accordance with Joint Travel Regulations may be required in performance of TDY
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a comprehensive range of DoD program management functions, policies, procedures, practices, concepts, and theories related to the mission, management, and operation of DoD organizations, military structures and missions to provide high level staff guidance. Knowledge of DoD civilian personnel management policies, processes and techniques sufficient to advise management and employees regarding rules, procedures, obligations, and entitlements. Knowledge of Federal human relations affirmative employment, recruitment and placement principals, concepts, policies, and analytical techniques. Knowledge in the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness and/or the improvement of complex management processes and systems.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a comprehensive range of DoD program management functions, policies, procedures, practices, concepts, and theories related to the mission, management, and operation of DoD organizations, military structures and missions.
Knowledge of DoD civilian personnel management policies, processes and techniques and knowledge of Federal human relations affirmative employment, recruitment and placement principals, concepts, policies, and analytical techniques.
Extensive knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of complex management processes and systems. Knowledge of agency program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the worth of program accomplishments as well as knowledge of key administrative support functions within the employing agency or in other agencies.
Skill to evaluate and assess program effectiveness at all echelons of command, prepare reports on accomplishment of program objectives, support a detailed integration effort and develop recommendations.
Expert skill in communicating effectively with tact and diplomacy, orally and in writing, to advocate positions to respond to critics of the organization's functions or performance; to logically and effectively explain programs, functions, and activities and to negotiate complex issues with people that have varying levels of understanding.
Skill to plan, organize, and direct team study work and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial agency resources, require extensive changes in established procedures, or may be in conflict with the desires of the activity studied. Ability to gather, assemble, analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
