You will serve as a PROGRAM MANAGER in the DIGITAL ANALYT INF & TECH ADV GROUP,
CYBER WARFARE DEPT, RESOURCES & OPERATIONS OFC of NAVAIRWARCENAC DIV.
Duty Station: Patuxent River, Maryland
Duties
You will be responsible for organizational planning and execution, evaluation of critical core skills, resource management of staffing, and implementation of administrative, management practices.
You will manage project/program requirements, objectives, and metrics; and resolves conflicts among schedules, funding, and resources.
You will serve as single point of contact for the Business Unit through interfacing with
sponsors, headquarters, contractors, or other government activities involved in the program.
You will prepare all planning documents associated with program organization; product development; material acquisition; and program budgets, schedules, reports, and documentation.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12/13 grade level or DA-05 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Performing advanced technical and administrative planning, execution and oversight of program, projects and contracts related to Naval platforms, weapons, control and support systems; 2. Conducting detailed research and analysis related to program planning budgeting and executing projects ranging from science and technology, research and development and operational technology solutions for aviation needs; 3. Demonstrate the ability of the incumbent to apply mitigation strategies, best practices, and lessons learned to implement develop recommendations and solutions to support operational readiness and survivability of systems in cyber contested environments; 4. Leading and overseeing a diverse team of interdisciplinary scientists and engineers, and analysts working in integrated teams to solve complex technical challenges and deliver capability within defined cost, schedule and performance thresholds; and 5. Developing recommendations and advisory reports to senior leadership teams on matters pertaining to application of evolving Cyber protection tools and methods for enabling warfighting mission and capability.
