You will serve as a SUPERVISORY PROGRAM MANAGER in the NAWCAD SE & ALRE Group, Site Operations Office of NAVAIRWARCENADLKE.

Duties

You will negotiate with external senior leaders to secure consensus regarding program objectives and policies. You will lead team of technical specialists in resolving programmatic issues or problems. You will develop plans and schedules to guide supervisors in meeting program goals, objectives, and priorities You will develop solutions to program problems that cross multiple areas of responsibility. You will compose executive level proposals, reports, and other communications in support of agency initiatives.

Requirements

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NM-04 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Directing the activities of a staff of assistant managers, project engineers, business managers, and/or functional specialists for overall technical/ project direction of the program 2) Ensuring sound fiscal management by observing and applying STRL position management and classification principles, such as forecasting budgets, analyzing, monitoring, and reducing costs; 3) Providing information to higher level management on future staffing, facility space, and equipment needs 4) Making written and oral presentations for stakeholders on project status, technical problems, scheduling, and contractor performance.
