This position is located in the Department of Health and Human Services, Program Support Center, located in Rockville, Maryland.

Duties

Assesses new system design methodologies to improve system performance and quality, measuring risk and presenting recommendations for adoption of new methodologies identifying cost-benefit options within strategic priorities. Manages related alternative analysis, qualifying approaches, interprets guidelines, and provides authoritative recommendations as they may relate to IT platforms (e.g Appian, Salesforce, Blue Prism RPA), systems, requirements, specifications and tools. Identifies, qualifies and evaluates alternative technical services and solutions for program offices. Assists with and prepares technical need requirements for enterprise acquisition documents, Independent Government Cost Estimate (IGCE), statement of objectives (SOO), statement of work (SOW) and Performance Work Statements (PWS) for contract review, solicitation, and award.

Qualifications

Applicants must demonstrate that they meet the Basic AND Specialized Experience requirements as noted below. Basic Requirement: You must meet the items listed be: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Specialized Experience: GS-14: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below: Utilizing communications to present highly complex assessments of state-of-the-art software applications. Developing process engineering methods and processes. Applying cost-benefit analyses methods and techniques. Utilizing analytical reasoning to participate in individual and team research and problem-solving assignments involving assessment and migration to emerging technologies. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
