Duties

WHAT IS THE WAGE AND INVESTMENTDIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Wage and Investment Customer Assistance, Relationship and Education, Media & Pubs. Distribution, Office of Taxpayer Correspondence, Data Metrics & Error Resolution (DMER) The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Formulates business system plans using advanced information technology and makes recommendations that influence major nationwide change in business practices and policies. Directs broad complex long-term studies and research projects requiring application of advanced analytical and statistical methods and the most current and advanced information technology in order to recommend extensive system upgrades. Analyzes new business systems and establishes measures to capture business benefits. Prepares recommendations and implements business systems plans to meet long and short-range business goals. Identifies and recommends business systems pilot sites, makes recommendations on discontinuing pilot programs as necessary, manages the pilot programs and provides business executives with comprehensive test evaluation reports and recommendations to improve business systems nation-wide. Manages and coordinates complex business systems integration in multiple agency locations.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-14 Level: You must have one of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: Experience testing automated tools using object-oriented programming concepts such as: classes, instances, methods, abstraction, encapsulation, and object inheritance; Experience testing in multiple programming languages using: ASP.Net, C#, Java, or VB.Net; Experience testing secure software and resolving security review code risks. Familiarity with FISMA guidelines and NIST standards; Experience with IRS functions, programs, policies, regulations, procedures, and operations to conduct reviews; Experience with a wide range of analytical and evaluative methods in order to develop new approaches to existing programs such as compliance, accounts management and/or taxpayer education and communication functions; Experience using principles of management planning, program and process analysis to develop, design, and implement new or revised policies and procedures; Experience in oral communication to present plans, proposals, and training to individuals and groups, including top-level managers and field employees; Experience in written communication to prepare comprehensive written reports, disseminate policy information, training materials, and document findings and conclusions; Experience providing guidance and serving as a technical program and policy expert to be able to prepare complete decision packages, studies, and major recommendations; Experience and understanding of Section 508 of the Rehabilitation Act of 1973; Experience with Web based product testing by Section-508 compliance with the use and knowledge of Software Development Life Cycle (SDLC); Experience with testing system requirements by following 508 standards; Experience with testing software, web Accessibility testing using appropriate toolset (JAWS-IE, ZoomText, Dragon) and hardware as needed for Section 508 compliance. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. Applicants are encouraged, but are not required, to submit an SF-50 documenting experience in a specific series. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
