Duties

Virtual Library Services Support Maintains the library services platform websites for Navy, Marines, Army, and Air Force, ensuring content is updated; optimizes integration with Library Services Project (LSP) services; and makes website design improvements. Facilitates library collection development and systems conversion for military installation librarians in furthering implementation of a Department of Defense (DoD) initiative. Provides accurate data processing for proper conversion to the Integrated Library System (ILS), ensuring integrity of the collection and inventory nomenclature. Maintains contact with DoD MWR librarians to determine readiness of collections including whether catalog records are up to date and meet industry standards. Monitors and documents all phases of the LSP and provides resolutions when issues arise. Assists in data collection and annual reporting on library operations and standards compliance, as well as digital library usage for analysis and to meet DoD requirements Plans, coordinates, publicizes, and executes virtual library programs that may include the Annual Summer Reading Program, story times, and other library events and activities for patrons of all ages and diverse backgrounds. Monitors and reviews library circulations at the HQ level and all library system technical services operations and makes recommendations on procedural improvements to the Navy General Library Program Manager. Coordinates leisure skills development virtual activities that support the library and MWR mission. Utilizes on-line databases and computer systems to facilitate circulations, technical services, and reference duties. Provides virtual customer assistance in the forms of general library reference, reader advisory services, and technical support to patrons and refers advanced reference and technical requests appropriately. Performs accurate copy cataloging by modifying existing records to match items on hand. Assists the Navy General Library Program Manager with electronic and physical library collection development projects to include implementing the CREW method of weeding library materials, selecting digital and physical library materials for collection implementation, and leading a collection development team for installation librarians. Plans, coordinates, and facilitates virtual library trainings for library professionals. Develops contacts and creates professional proposals, execution of agreements and follow-ups. Develops virtual library programs, services, publicity and marketing materials for review and approval. Partners with other MWR programs and personnel to promote library activities and provide programming assistance to other MWR programs. Serves as a liaison for Navy MWR library related activities. Seeks ways to promote and market virtual library services through outreach opportunities. Administration Provides administrative duties and support through after-action reports, data collection and database administration. Assists with library procurement and purchasing for ship outfitting support and other library related operations. Assists the Navy General Library Program Manager in the preparation of annual budgets that pertain to virtual library operations. Solicits input from all library staff regarding internal short/long range goals, business plan objectives, and program standards to solidify a team environment and maintain a broad view of circulation, technical, and virtual programming services provided. Monitors the DoD Digital library to ensure that standards are met or exceeded and makes recommendations to the Navy Library Program Manager regarding any program improvements. Routinely evaluates and reviews the ongoing programs and provides the Navy General Library Program Manager with guidance that may develop, adapt, modify, expand or otherwise change the program activity to better meet and enhance the expected effectiveness of the virtual library program. Performs regular analysis of projects and programs; considering operating budget, staffing requirements, plans, trends, command missions, and changing populations. Uses metrics and financial data to make recommendations for any modifications to the library program. Takes timely action to correct deficiencies through coordination with appropriate entities. Accurately purchases and/or procures items per DoD and Department of Navy (DoN) policies, procedures, and guidelines.

Qualifications

A qualified candidate possess the following: Knowledge of and skill in the principles, concepts, and methodology used in providing technical information services in the areas of research assistance, acquisitions, cataloging and/or information space management. Knowledge of executing library programs including STEM (Science, Technology, Engineering, and Mathematics) and STEAM (Science, Technology, Engineering, Arts, and Mathematics) programs. Knowledge of the goals, principles, techniques and methods of procedure used in organizing, planning, and conducting, and maintaining virtual library related activities. Knowledge of the scope of activities and their suitability in the Library Program for individuals and groups of varying demographics, ages and interests. Skilled in leadership and team development. Skilled in technology implementations. Skilled in public speaking. Skilled in providing excellent customer service to patrons. Ability to work independently and as part of a team. Ability to make sound decisions. Ability to communicate both orally and in writing. Ability to utilize a variety of technological resources and devices such as computers, databases, SMART phones, library and Microsoft software, and search engines. Ability to create, negotiate, implement and sustain partnerships via various MWR agreements. Ability to maintain a clear and accurate database. Ability to represent the library program by speaking in front of both large and small groups.

Education

To be qualified, a candidate must meet the basic education/experience requirement for this position:

A Bachelor's degree or higher with a major study in the subject-matter field of the position.

OR

At least 3 years of specialized experience (e.g., applying knowledge of a wide range of computer, database and reporting techniques, and methods including using sources and procedures within the functional information area and utilizing knowledge of electronic computer databases and subject-matter knowledge requiring extended specialized experience).

OR

A combination of experience and education as described above that equates to three years of experience. The percentage of the required education plus the percentage of the required experience equal one hundred percent.
