Duties

Reconciles and analyzes extracted data to general ledger trial balances and subsidiary system records to identify, document and resolve differences. Ensures reliability of data sufficiently to produce an universe of auditable transactions for functional areas such as cash, receivables, payables, revenue, expenses, obligations and expended appropriations. Researches and investigates new, improved query software including business and management practices for extracting and reconciling data required to satisfy agreed upon audit procedures. Finalizes analytical approaches and assists auditors in preparing programs and procedures for auditing systems and databases sufficiently to answer audit objectives. Studies and evaluates functions, processes, and procedures to identify workflow flaws and data integrity issues for the purpose of coordinating resolutions and eliminating audit exceptions. Provides professional accounting services in the interpretation and application of accounting principles, policies, and procedures. Monitors performance measurement and financial management information indicators for assessing the operational health of the organization and the accounts managed.

Qualifications

This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense. Applicants MUST have related financial experience AND/OR a related financial degree (examples include: Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting Office of Personnel Management (OPM) minimum qualification requirements. Human Resources will determine your qualifications for each grade level based on your interest and the additional following criteria. Resumes for federal government positions need more detailed work descriptions and accomplishments than a typical private sector resume. Please be sure to clearly describe the full scope of your work experience in your resume. This position has a basic education requirement as follows: Bachelor's degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR A Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Your background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality (This can include up to 6 hours of business law), OR A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination You may need to send proof of education or of certification to be considered for this position. In addition to meeting the basic requirement, qualified applicants must possess one year of specialized experience equivalent to the next lower grade in the Federal service, which demonstrates the ability to perform the duties of the position. Specialized experience is defined as: 1) Providing professional accounting services that ensure the overall effectiveness and efficiency of the accounting operations in accordance with Generally Accepted Accounting Principles (GAAP); 2) Independently applying analytical and evaluative methods and techniques to evaluate and interpret accounting data, financial statements and reports, processes, accounting/financial systems, or effectiveness of internal controls; AND 3) Providing technical accounting expertise to assist in the design, implementation and assessment of operating systems, procedures, or internal control processes. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
