This position is located in the Office of Justice Programs (OJP), Office of Administration (OA), Business Resources Division (BRD). The BRD is at the forefront of business and building resource provision, records and information management, and multi-media engagements in support of OJP's mission and vision. Duties

Building Owners and Managers Institute (BOMI) and/or Project Management Professional (PMP) is not required; however, is highly desired. Serves as the on-site Customer Service Representative with tenant agencies for all matters relating to building/property services. Serves as the primary contact on all aspects of the management of the facilities, working in coordination with the property management company and Division team members, where appropriate. Plans, organizes, and directs monthly tenant meetings to brief senior level managers about ongoing and future projects that often include presentations related to upcoming projects with proposed schedules, impact to tenants, and approximate funding required to complete the project. Advises and responds to tenants on matters such as, upcoming projects, schedule for projects and daily maintenance management and property assistance. Coordinates with GSA, and monitors for completion, resolution of building matters and emergencies in relation to elevators, HVAC, electrical and plumbing and troubleshoot facility problems. Serves as a Contracting Officer's Representative for portfolio related procurement activities. Initiates action items established tracking systems to ensure timely completion of tasks. Conducts regularly scheduled inspections of assigned building(s). Provides space planning and move coordination support to customers. Organizes and implements the various facilities' customer services and project management activities for the organization. Serves as an advisor to the tenants within the facilities on matters such as, upcoming projects, changes in schedules for current projects, and daily maintenance management. Participates in the facility's tenant committee engagements and reports on activities to Office leadership. Coordinates the implementation of agency-wide energy management and conservation of utilities programs. Contributes to the agency's administration of its Continuity of Operations (COOP) where applicable as it relates to physical access and security, emergency planning and building evacuation, and logistical support and equipment for occupant emergency planning, building accessibility and tenant safety. Participates in property management and operational activities related to the provision of building services specified in lease agreements. Drafts communications, memoranda, newsletters, and presentations on building related topics, initiatives, and data collections.

Qualifications

GS-11 Specialized Experience: Applicants must have one (1) year of specialized experience equivalent to at least the GS-09 level. Specialized experience is experience which is in or related to the line of work of the position to be filled and which has equipped the applicant with the specific knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience include: Implementing various facility customer services and project management services, coordinating space management programs within the various building environments, participating with overseeing building inspections, serving as the point of contact for the customer and leadership on facility related matters to the buildings assigned. Additionally, providing general assistance and/or guidance to office personnel in complying with the lessor and General Services Administration (GSA) building maintenance requirements reviewing and providing recommendations on updating standard operating procedures, methods, and techniques related to the operation and maintenance of leased office space; making recommendations concerning the modification/revision of building maintenance procedures and services; developing and/or maintaining project logs, tracking documents, spreadsheets, and databases for the purpose of tracking, documenting, and communicating project work and status.; making recommendations and coordinating vendor efforts on operational matters that directly impact building tenants, i.e., servicing, repairing, and performing daily preventative maintenance on items such as water filtering systems, humidification systems, air-cooled condensers, cooling towers, fire extinguishers, elevators air-conditioning package units, and pressure steam traps, and break/lunchroom appliances to include vending machines, refrigerators, ice makers, microwaves, water heaters, and other approved appliances. GS-11: Substitution of Education for Experience: A Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree, or LL.M. if related, with a major study of - engineering, industrial arts, property management or business administration. GS-11: Combination of Education and Experience: Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements. GS-12 Specialized Experience: Applicants must have one (1) year of specialized experience equivalent to at least the GS-11 level. Specialized experience is experience which is in or related to the line of work of the position to be filled and which has equipped the applicant with the specific knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience include: providing technical advice and/or guidance to office personnel in complying with the lessor and General Services Administration (GSA) building maintenance requirements; establishing, reviewing and/or updating standard operating procedures, methods, and techniques related to the operation and maintenance of leased office space; developing scopes of work, schedules, detailed fee estimates, contract criteria, and other pertinent documentation for building projects; preparing proposals for facility maintenance and repair work, replacement of existing equipment, and/or the procurement and installation of additional equipment; preparing building maintenance procurement documents, Statements of Work (SOW), government estimates, Reimbursable Work Authorizations (RWAs), Memoranda of Agreements (MOAs), Inter-Agency Agreements (IAAs), and/or Blanket Purchase Agreements (BPAs). Technical Qualifications: Applicants who meet the basic entry and minimum qualification requirements, as described above, will be further evaluated on the following technical qualifications: Oral Communication Knowledge of laws, regulations, policies, and procedures applicable to facility maintenance, utilization, and operations. Ability to research industry trends and use analytical methods to evaluate facility requirements. Ability to perform contractor oversight for facilities construction, repair, and maintenance.
