This position is organizationally under Engineering Service and reports directly to the Chief of Engineering Service, with responsibility to carry out various assignments designed to assist the Engineering Service's substantial impact across the Medical Center.
Duties
As a Administrative Officer, you will:
Provide for the overall administrative management for the organization.
Manage, prepare, edit and guide the writing of correspondence with persons or groups within and outside the organizations.
Gather data and information to coordinate the Annual Management Briefing and staff meeting agenda.
Manage suspense items from VACO, VISN16, and the Director's Office for high priority matters affecting health care system operations.
Maintain system for recording and tracking assigned responders and due dates for replies.
Maintain FAC/COR Level 2 certification to help manage the Service's contracts.
Assist in managing the Capital Assets Inventory and its yearly review and certification.
Shares oversight responsibility with the Chief for performance appraisal and merit pay programs, manages Incentive Award budget with recommendations to the Chief Engineer, prepares or delegates preparation of all documentation for awards.
Acts as a liaison with the Human Resources Management Service on matters concerning the appraisal process.
Monitors timekeeping exceptions, ensures corrective measures are taken, assists timekeepers or supervisors to enforce policy to ensure requirements are met.
Manages the service's timekeeping requirements as well as packets within the HR databases such as LEAF, ePerformance, and MSS.
Oversees the budget formulation and management for Engineering Service and preparation of a variety of budget analyses and maintenance of budget records.
Manages use of purchase card to purchase training courses and books for all Engineering staff, prepares VISTA documentation of each purchase, maintains all necessary back-up documentation, reconciles charges, and prepares audit documentation when necessary.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday, 8:00am - 4:30pm (Subject to change based on the needs of the Agency)

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/23/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
GS-7 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: experience with timekeeping, administrative policies, budgeting, billing, reconciliation, personnel management, purchase care, ADPAC, performance and merit pay program oversight. (This experience must be supported by your resume to be creditable). OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement if related. (TRANSCRIPT REQUIRED) OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and successfully completed graduate level education to meet the total qualification requirements at the GS-7 level (TRANSCRIPT REQUIRED)
GS-9 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: : experience with timekeeping, administrative policies, budgeting, billing, reconciliation, personnel management, purchase care, ADPAC, performance and merit pay program oversight. (This experience must be supported by your resume to be creditable). OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree, 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or J.D., if related. (TRANSCRIPT REQUIRED) OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond successfully completed 1 year graduate level education (excess of one year) or superior academic achievement and specialized experience as described above will meet the total qualification requirements. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Incumbent will drive to other facilities within VHSO; current driver's license is required.
