Incumbent serves as the Administrative Officer for Telehealth to include Virtual Health Resource Center and Atlas Services within the VISN 16 Veterans Health Care System of the Ozarks. Incumbent is under the direct supervision and reports programmatically to the Facility Telehealth Coordinator.

Duties

DUTIES: Responsible for all administrative functions for the TH/VHRC/Atlas Operations. Responsible to act as the Primary Timekeeper for the Telehealth Service Line. Responsible to develop, implement, maintain, apply, and continuously improve infrastructure (processes, policies, tools, etc.) for effectively managing administrative operations within the service. Examples include systems for proactively monitoring and managing the Service's administrative activities (recruitment and hiring, budget management, resource utilization, suspense management, policy management, timekeeping, training compliance, personnel mapping, reporting requirements, personnel management, etc.). Manages quality assurance and compliance initiatives for the Service and its programs. Provides administrative support, service, and consultation to the service as a whole and each of its component programs, with focused support for emerging programs and modalities. Studies, and conveys to leaders within the Service, facility and VISN, the administrative impact of proposed changes to policies, strategic goals, and other initiatives. Serves as primary point of contact and technical subject matter expert on VA performance measures for which the Service has primary responsibility. Serves as data management expert for service and consults with program coordinators as requested and resolves data issues. Coordinates and facilitates strategic planning, goal setting, and performance measurement toward reaching selected goals. Incumbent proposes strategic business and administrative goals to the FTC and is responsible for the achievement of these goals. Other duties as assigned. Work Schedule: Monday - Friday, 8:00am to 4:30pm (Subject to change based on the needs of the Agency) Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/17/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Performs all administrative needs (budget, staffing, HR, training, etc.); oversees and monitors administrative functions of Telehealth management issues in multidisciplinary large practice group and provide guidance to staff; making oral presentations and preparing written reports to graphically present statistics and other data (Assists with database management in cost accounting and mapping systems), recommendations, and actions based on objective analyses and evaluation; Interacting effectively with individuals of diverse backgrounds and educational levels, Working with qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, ability to communicate, both orally and in writing and productivity of a Telehealth program; experience in using automated systems to include office automated system (such as word processing, spreadsheet, Microsoft teams, timekeeping, purchasing, timekeeping etc.,) NOTE: This experience must be supported by your resume to be creditable. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the master's degree or second year level of graduate school. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.. You will be rated on the following Competencies for this position: Administration and ManagementCommunicationComputer SkillsHealth Information Exchange Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. It occasionally requires carrying of light objects such as files, books, and papers; some walking, standing, and bending. No special physical qualifications are required. Intermittent travel is required.
