The primary reason for this position is to provide administrative oversight by developing, implementing, evaluating, and improving processes and procedures to monitor the effectiveness, efficiency and productivity of the office of the Chief, OCC. Serves as the project manager for mission critical projects initiated or under the responsibility of the Chief, OCC, and is responsible for all administrative aspects of project management related projects.

Duties:
Assist the Chief, OCC, with annual and ongoing evaluation of employee's work.
Plan, schedule and coordinate work to be accomplished by clerical, administrative, vendors, and other staff on occasion.
Assigns work based on priorities which are subject to change frequently throughout the work day. Must prioritize frequently.
Make assignments considering the type, amount, difficulty and requirements of the assignment in relation to the employee's capability.
Provide input and advisement in resolution of situations.
Develop performance standards and competencies for identified positions.
Enter electronic work orders.
Data collection.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday 8:00am- 4:30 pm (subject to change based on the needs of the agency)

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/15/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS-09
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Experience providing administrative oversight by developing, implementing, evaluating, and improving processes and procedures to monitor the effectiveness, efficiency, and productivity of the office.
Experience providing briefings on the status of performance measures, recruitment, retention, and administrative functions.
Experience providing administrative support such as being the first point of contact and routing information.
Experience with computer systems and technical aspects of the hardware and software for output/input and analyses of data and advanced computer skills (Microsoft Word, PowerPoint, Excel, Access).
Experience organizing materials, training documentation and records for the section/service or organization. OR,
Education: Substitution of a master's degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B or J/D., if related (transcripts required). OR
Combination of Specialized Experience and Education: Combination of specialized experience as described above, and graduate education as described above which totals in excess of the first year or an excess of 18 credit hours (transcripts required). [To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.]

Organize materials, training documentation and records for the section/service or organization.
Experience training and instructing a diverse population to include employees, students, volunteers, and management officials.
Experience working in Human Resources processes, practices, and policies. OR
Education: Substitution of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related (transcripts required). OR
Combination of Specialized Experience and Education: Combination of specialized experience as described above, and graduate education as described above which totals in excess of the second year or an excess of 36 credit hours (transcripts required). [To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.]
