Duties

WHAT YOU'LL BE DOING DAY TO DAY As a Supervisory Personnel Security Specialist, you will use your knowledge of and experience with managing and administering personnel security programs to optimize business results and customer experience by: Provides supervision and direction for a subordinate staff of personnel security specialists, analysts and assistants. Performs the full range of first level supervisory responsibilities, including: interviewing and making selections for staff vacancies, planning and assigning work, setting priorities and deadlines, evaluating progress and outcomes, establishing and clearly communicating operational guidelines, metrics, and performance expectations, evaluating work performance of Branch employees, providing advice and instructions on technical and administrative issues, making or recommending resolution to formal and informal complaints, awards or special recognition, effecting disciplinary actions and performance improvement measures, identifying training and developmental needs, acting on requests for leave, and determining and implementing methods to improve quality and quantity of work efforts. Coordinates with Office of Human Resources, Substance Abuse and Mental Health Services Administration (SAMHSA)'s Division of Management Services to include Employee and Labor Relations, the Office of General Counsel (if needed), and Departmental Personnel Security Representatives on projects to develop work plans for SAMHSA's personnel security and suitability case processing operations and related matters. Serves as lead and oversees the SAMHSA's badge tracking when necessary, and as such is responsible for all facets of the program's compliance with Federal directives. Supervises the subordinate staff in the review, analysis, evaluation, and adjudication of background investigation reports, and the determination of the suitability and security eligibility of individuals for entry and/or retention in sensitive and non-sensitive positions at the SAMHSA. Supervises identity proofing and registration services for Homeland Security Presidential Directive 12 (HSPD-12) for all applicable SAMHSA employees and contractors. Coordinates with other SAMHSA and HHS organizations on intelligence analysis matters when required and reports or disseminates information on current issues in domestic and international counterintelligence.

WHAT WE ARE LOOKING FOR Minimum Qualifications: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-13 grade level in the Federal service performing the following: - Validates information submitted as part of the personnel security process. - Develops policies, interpretations of regulations or implementing guidelines for all aspects of the personnel security program. - Makes determinations or recommendations on suitability and fitness determinations. - Leads and coordinates security educational or awareness presentations.
