This position is located with the U.S. Department of Agriculture (USDA), Office of Chief Financial Officer (OCFO), Implementation Division (ID), and serves as a Product Owner for a product within the OCFO portfolio.
Salary ranges for duty locations are:
New Orleans, LA: $116,393 - 151,5308
Kansas City, MO: $118,071 - $153,490
Ft Worth, TX: $126,254 - $164,127
Washington, DC: $132,368 - $172,075
Selection will be made from any of these duty locations.
Duties
Develops a project acquisition strategy from project initiation through the development, production, testing and deployment phases.
Analyzes the enterprise structural framework to align information systems with the organization mission, structure, and business processes.
Functions as an expert on information management projects, advising management on major Information Management (IM) product and service issues.
Implements IT decisions made by higher level agency management officials.
Advises top agency management officials on integrating IT projects and programs with other programs of equivalent scope and complexity.
Requirements

Specialized Experience:
To qualify for the GS-14: One year of specialized experience, equivalent to the GS-13 level in Federal Service or equivalent responsibility in the private sector/pay systems equipped you with the particular competencies to successfully perform as an Information Technology Specialist (Enterprise Architecture): Such experience includes mastery of and skill in applying advanced IT principles, concepts, methods, standards, and practices sufficient to develop and interpret policies, procedures, and strategies governing the planning in the implementation of IT projects. Provides expert advice and guidance and recommendations to management and other technical specialist critical to IT issues; apply new developments to previously unsolved problems; and make decisions or recommendations that significantly influence important, financial and IT policies and programs AND

2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
