The primary purpose of this position is to performs all aspects of hardware, software, and systems engineering as the Configuration Manager (CM) and IT systems analysis.
Duties
Performs studies and establishes plans of action for improving the efficiency of information technology (IT) applications within the area of Configuration Management (CM).
Assesses policy needs and develops policy and procedures governing IT and CM activities.
Develops and maintains required programs to support the needs of the user.
Participates in discussions, meeting, committees or special projects and presents briefings and prepares recommendations and reports.
Represents the organization at conferences and meeting and presents briefings.

- Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement.
- Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties.
- A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position
Qualifications

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
This standard allows eligibility through meeting either the requirements specified in the section titled Education or the requirements specified in the section titled Experience.
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate
GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year or will have one year within 120 days of closing of this announcement, at the next lower grade GS-11, or equivalent in other pay system. Specialized experience is includes extensive knowledge and experience in engineering configuration management (CM) practices (hardware, software, systems) and with automated tools used to implement these practices. Strong understanding of software lifecycles and development methodologies and ability to effectively manage/prioritize concurrent projects and tasks with minimal direction. CM status accounting, and audit activities, software configuration management concepts and practices, as well as managing Configuration Items (C1) in a configuration management data base (CMDB). ADDITIONALLY, IT related experience that demonstrates each of the four competencies listed here: (1) Attention to detail, (2) Customer service, (3) Oral Communication, (4) Problem solving (Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training). NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

Education: All academic degrees and coursework must be from accredited or pre-accredited institutions
Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
I. Knowledge of information technology (IT) systems analysis and applications software concepts, functions, techniques, and capabilities sufficient to evaluate new and emerging IT security methods and principles, the feasibility of proposed new systems and applications software projects; and to design, write, test, debug, and maintain information systems and applications software and ensure successful integration with existing and anticipated infrastructure in the database environment.
2. Knowledge of IT system application software and systems development life cycles, including systems documentation, system requirements and techniques, design development, configuration management, cost benefit analysis, systems analysis, unprecedented design methodologies, data administration, systems integration, and testing.
3. Knowledge of management information systems and applications software technology to isolate causes of problems between hardware, system, and applications software programs and to measure system performance and/or extend operating system capabilities to support organizational business processes and operations.
4. Knowledge of IT management information systems and applications software development techniques required in carrying out project assignments of considerable difficulty and with little specificity regarding approach to be followed.
5. Ability to to gather facts and use analytical and evaluative methods to assess requirements; apply computer-aided software engineering (CASE) tolls to design and development processes; deviate from traditional methods; and solve a variety of complex or intricate computer software problems.
6. Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements.
