Duties
Serves as a Career Management Specialist on the Acquisition Workforce Development and Intern Center of the Procurement Process Support Directorate.
Leads and/or participates in program initiative for organizational acquisition workforce development issues.
Serves as DLA Energy's program manager accountable and responsible for the development and implementation of DLA Energy's acquisition workforce strategy through project management and life cycle methodologies.
Directs DLA Energy acquisition workforce development and intern policy development and implementation in the areas assigned, including overseeing and managing related work of functional leads in the implementation areas.
Handles various programs and initiatives such as the enterprise-wide acquisition workforce and intern process areas.
Develops, maintains, adjusts and improves the DLA Energy acquisition workforce development and intern strategy where proposals will involve substantial center resources and require extensive changes in established procedures.
Provides oversight and policy guidance for DLA Energy managers with regards to acquisition workforce development, DAWIA certification processes, leadership enhancement, and employee policy matters.
Continuously provides definition, analysis and monitoring of Acquisition Workforce Development initiatives conducted by DLA such as but not inclusive to: DLA Energy Mentor/Prot?g? Program for the acquisition workforce.

Qualifications
To qualify for a Career Management Specialist GS-0301-13 your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after- competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Analytical and evaluative methods plus a thorough understanding of how regulatory or enforcement program are administered to select and apply appropriate program evaluation and measurement techniques in determining the extent of compliance with rules and regulations issued by the agency, or in measuring and evaluating program accomplishments.
Evaluating the content of new or modified legislation for projected impact upon the agency's programs or resources.
Understanding of program framework, policy, goals, objectives and strategic intent in order to analyze new and unique requirements, originate policies and procedures, coordinate program requirements, implement program objectives and milestones, and provide expert advice in the identification and solution of complex problems.
Knowledge of quantitative and qualitative to develop staffing standards covering complex program functions or missions, identifying potential sources of qualified candidates, staffing requirements, designing, or altering training of the workforce, addressing the changing work environment, and the expanding workforce population.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
