About the Position: This position is located in the Defense Health Agency (DHA) under the policy guidance and direction of the Assistant Secretary of Defense for Health Affairs (ASD (HA)). The DHA is responsible for the effective execution and operation of the Department of Defense (DoD) worldwide medical mission.
Vacancies to be filled at either Falls Church, VA, or San Antonio, TX. This position is not eligible for full time remote/virtual telework.
Duties
Lead internal reviews of the program and procedures, with teams of specialists, collaborating with other HR functional specialists in Classification, Benefits, Security or Systems.
Apply a high degree of skill and a broad range of Recruitment and Placement expertise in providing technical advice and oversight in the review of difficult and complex Recruitment and Placement practices and procedures.
Direct the work activities of the team by providing technical direction and ensuring work is accomplished to standards and timelines.
Analyze the frequency and type of recurring errors to determine the need for additional training or assess whether systemic issues are present.
Take all appropriate steps to ensure that management packages for the actions are in accordance with established policies, regulations and program goals.
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
Specialized Experience: One year of specialized experience which includes 1) applying human resources (HR) regulations, policies, and guidance to respond to difficult issues involving complex projects or problems that require expert advice, authoritative policy, or procedural interpretation; 2) advising team members on action items, projects or program issues under review, problems to be solved, and deadlines/time frames for completion; 3) monitoring quality control of HR data in various HR systems (such as DCPDS, CPOL, AutoNOA) using quality control reporting tools or locally developed quality control reports; and 4) developing or executing non-standard reports, as well as utilizing standard reporting tools, to analyze data for trends and anomalies to make suggestions for improvement in processes, balance/assignment of workload, and areas of emphasis. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
