Duties

The incumbent serves as the Domiciliary Residential Rehabilitation Treatment Program (DRRTP) Program Manager VA Caribbean Healthcare System (VACHS). The DRRTP is a multidisciplinary residential program within the Behavioral Health Sciences (BHS) Service that provides state-of-the-art rehabilitation and recovery services for veterans based on the psychiatric rehabilitation recovery model. Duties and responsibilities include, but are not limited to: Program Manager has oversight and administrative authority over all programming within the DRRTP, and participates in program development, implementation, and evaluation. Maintains primary responsibility for the implementation of all Standard Operating Procedures (SOP's). The incumbent will supervise or delegate the supervision of all MH&BHS employees, regardless of discipline. The incumbent is responsible for reporting required data to VHA and other monitoring entities such as NEPEC. The incumbent directs the clinical work of professional staff, including psychiatrists, psychologists, social workers, mental health counselors, peer support specialists, and trainees. The Incumbent has responsibility for coordinating interdisciplinary staffing, work assignments, treatment services, and admission criteria of the program. The incumbent has responsibility for coordinating budget, program development, and program oversight. The incumbent has broad responsibility for program accreditation and compliance for the VACHS system. The incumbent has the ability to effectively supervise and manage subordinate employees; assess qualifications and abilities of current and prospective employees; develop productivity standards appropriate to each service provided and each venue; and provide fair, principled, and decisive leadership for a work environment that promotes shared accountability. The incumbent performs program analysis, development, review, research, and design. The incumbent serves on Medical Center or healthcare system, VISN, and/or National VA committees or task forces. The incumbent represent the Medical Center at professional community group/events and committees, in conferences/meetings with higher ranking managers, supervisors, and staff from other disciplines or work units, and/or with representatives of local public interest groups, congressional district offices and employees of State and local governments. The incumbent actively participates in state and national professional organizations. The incumbent provide a full range of social services, including case management and using the most appropriate psychotherapeutic techniques in providing quality care. The incumbent has direct responsibility for all aspects of social services in the program, including those conducted by trainees and staff. The incumbent may be responsible for a tour of duty that includes early morning, evenings and/or weekends and participation in the On-Call rotation schedule to accommodate patient care needs during weekends, holidays, evenings and nights. The incumbent collaborates actively San Juan VA Social Work Internship Program. The incumbent may hold faculty appointment at non-affiliated or affiliated university. The incumbent involvement in teaching and/or training of other mental health disciplines trainees. The incumbent assists in preparation of RFPs and grant proposals, as assigned. The DRRTP Program Manager will ensure VACHS Domiciliary is in full compliance with all VHA directives and other regulations. Other duties as assigned. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. ? 7403(f). Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may NOT be substituted for the master's degree in social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: In addition to meeting the basic requirements stated above, the following qualifications criteria must be met in determining the appropriate grade assignment of candidates. GS-13 Social Worker (Program Coordinator)candidates must have the following: Experience/Education: One (1) year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification: Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. These are the KSA's for this subject position: Skill in coordinating and implementing one or more specialty program(s), across the facility. Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). Ability to collaborate with internal and external partners to further program goals and enhance patient centered care. Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action. Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget. Knowledge of organizational structure and impact on program operations. Physical Requirements: The physical demands of the work are generally minor. The work is primarily sedentary in nature and usually occurs within climate controlled clinical and administrative settings. There may be occasional light lifting/carrying (15 pounds or less) requirements to relocate boxed materials from one area to another, equipment and room set-up, and ambulation related to physical inspections of the facilities. The incumbent will be expected to successfully negotiate various functional requirements (i.e., lifting, ambulating, reaching above their shoulder(s), the use of hands or fingers, sitting, standing, repeated bending, using stairs or elevators, functional vision, clear speech, hearing, and emotional stability) and environmental factors (i.e., working independently and at times closely with others, moving about the campus for appointments and/or meetings) for the position, with or without the use of adaptive devices, technology, or reasonable accommodations that are more thoroughly evaluated in the current version of Certificate of Medical Examination, U.S. Office of Personnel Management Optional Form 178 (OF 178).
