You will serve as a HUMAN RESOURCES SPECIALIST (RECRUITMENT & PLACEMENT) in the Staffing and Employment Branch of the Human Resources Office, Business Directorate of NAVAL FACILITIES ENG COMMAND HAWAII.

Duties

You will use a human resources information system to run reports on employee or position information. You will brief management on assessment questionnaire development concerns and remedies. You will collaborate with hiring managers to identify the most effective approach to filling a vacancy (e.g., reassignment, reinstatement, priority placement, promotions, new appointments). You will advise hiring managers and selecting officials on recruitment strategies for attracting the best qualified candidates for vacant positions. You will draft correspondence on applicant-related matters (e.g., notifications of eligibility, referral/non-referral notices, selection letters).

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain a current valid United States driver?s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

Qualifications

GS-9: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-7 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing advisory services to others regarding federal recruitment, placement, and compensation; 2) Researching federal laws, policies, rules, and regulations to ensure proper internal and external placement of new hires and employees; 3) Assisting with formulating marketing strategies for an organization's recruitment efforts; and 4) Gathering recruitment data to formulate plans and present recommendations to management. GS-7: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-5 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing advisory services to others regarding federal recruitment, placement, and compensation; 2; Researching federal laws, policies, rules, and regulations to ensure proper internal and external placement of new hires and employees; 3) Assisting with formulating marketing strategies for an organization's recruitment efforts; and 4) Gather recruitment data to formulate plans and present recommendations to management.
