The incumbent serves as Attorney-Adviser to a Member of the National Labor Relations Board (NLRB). The Board is responsible for the adjudication of unfair labor practice cases and representation cases arising under the provisions of the National Labor Relations Act of 1935, as amended.

Duties

As an Attorney-Adviser (Labor), GS- 0905- 11/12, your typical work assignments may include: Drafting proposed decisions and orders for circulation to a Panel of three Board Members in cases where the issues are covered by established Board policy and precedent. Analyzing factual and legal issues presented to determine what, if any, further facts are needed and what legal precedent is applicable. Reviewing memoranda prepared by counsel from the originating office, the Administrative Law Judge's decision or the Hearing Officer's report, if applicable, the parties' briefs, and as necessary, portions of the record (i.e., transcript of the hearing and/or exhibits).

Qualifications

IDEAL CANDIDATE STATEMENT The Ideal Candidate for the Attorney-Adviser (Labor) position has expertise and knowledge in traditional labor law. The candidate should have experience providing legal analysis and advice - as well as drafting decisions for approval by superiors. Exemplary legal research, writing skills and outstanding oral communications skills are vital. Prior experience in a judicial clerkship is deemed valuable. BASIC REQUIREMENT Must have successfully completed a full course of study in a school of law accredited by the American BAR Association (ABA) and have the first professional law degree (LL. B or JD). In addition to the BASIC REQUIREMENT, applicants must also meet the following: MINIMUM QUALIFICATIONS GS-11 To qualify for this position, applicants must have one year of specialized experience, equivalent to the GS-09 grade level, which has provided them with the knowledge, skills, and abilities to successfully perform the duties of the Attorney-Adviser (Labor) at the GS-11 grade level. Specialized experience includes: Experience reviewing trial or hearing record, including transcripts of testimony and exhibits to ensure that all discovery and case evidence has been reviewed; Experience communicating facts and issues relevant to case matters to keep impacted parties apprised of statuses; and Experience preparing legal memoranda to ensure notifications of authorized resolutions. OR Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher-level graduate education leading to such a degree; or possession of a LL.M. degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position. OR A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. GS-12 To qualify for this position, applicants must have one year of specialized experience, equivalent to the GS-11 grade level, which has provided them with the knowledge, skills, and abilities to successfully perform the duties of the Attorney-Adviser (Labor) at the GS-12 grade level. Specialized experience includes: Experience working with labor, employment, or administrative law or similarly federal statutory laws or regulations; Experience researching statutes, decisions, opinions, or legislative history to ensure the appropriate use of legal authorities; and Experience applying research to active cases at hand to ensure effective representation. Substitution of education in lieu of specialized experience may not be used for this grade level. This experience must be fully supported and articulated in your resume to receive consideration. BAR MEMBERSHIP AND CERTIFICATION Applicants must be an active member of the BAR in good standing of any state, District of Columbia, Puerto Rico, or any Territorial court under the U.S. Constitution. Your active BAR license must reference BAR number and indicate the status of good standing.

Education

Must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LL.B or JD).
