This position is located in the Department of Health and Human Services (DHHS), Office of the
Secretary (OS), Office of the Assistant Secretary for Financial Resources (ASFR), Office of Budget, Division of Discretionary Programs.
Duties
ABOUT THE POSITION
The Director, Division of Discretionary Programs oversees DHHS preparation of the discretionary
budget for discretionary social services, health, and science programs. The incumbent directs staff's intensive analysis of budget, program, and policy proposals from OPDIVs. The Director also directs the Division and coordinates with other ASFR offices and divisions within the Office of Budget throughout the preparation, submission and defense of the Department's submission to OMB and the Administration's budget to Congress.
Using budget and strategic planning expertise, the incumbent works collaboratively with Office of
the Secretary STAFFDIVs and OPDIVs to construct the Department's reconciliation proposals for
discretionary programs. The Director represents ASFR in certain areas in internal debate of budgetary and legislative provisions. The Director also tracks and coordinates with the Division of Budget Policy, Execution and Review, congressional action on discretionary programs and keeps ASFR senior staff informed. The Director continually updates estimated effects of congressional action on programs assigned to the Division.
The incumbent directs the analysis of proposals to modify authorizing statutes for discretionary accounts, including especially cost and financing implications. The Director highlights policy issues that require attention of top Departmental management.
The incumbent prepares original and objective analyses, critiques analyses prepared by DHHS STAFFDIVs and OPDIVs, and as appropriate, builds a consensus recommendation for presentation to the Secretary. Lacking a consensus, the incumbent prepares recommendations for approval of the Deputy Assistant Secretary, Budget, the ASFR, and the Secretary. The Director presents and defends recommendations to the Secretary and Deputy Secretary and is a key participant in budget, regulatory, policy, and legislative meetings with the Secretary.
The incumbent provides strong inspirational leadership and cultivating high-performing teams by advancing diversity, equity, inclusion, and accessibility through recruitment, training, and retention strategies; timely performance evaluation; adequate management development; and succession planning for subordinate staff.

Qualifications
Current employees within the Federal civil service. Career SES and SES reinstatement eligibles. SESCDP graduates may also apply for noncompetitive consideration.
As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Mandatory/Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors will automatically exclude you from further consideration.
All competitive candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. To meet the minimum qualification requirements for this position, you must show in your resume that you possess the Fundamental Competencies, five Executive Core Qualifications (ECQs), and the Mandatory Technical Qualifications (MTQ's), listed below. Mandatory Technical Qualifications (MTQ's):
This position also requires that you possess MTQ's that represent knowledge, skills, and abilities essential for success in this role. The following MTQ's must be evident in your resume.
Demonstrated senior level experience in budget formulation and execution and/or policy analysis as it relates to the Federal budgetary process.
Demonstrates knowledge of coordinating and integrating the work of the program divisions in the formulation, presentation, and execution of Federal budgets.

IF SELECTED, you will be required to complete an ECQ package by drafting narratives for each of the ECQs and be certified by an OPM Qualifications Review Board (QRB) in order to be placed in this position. If you are currently serving in a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed an SES Candidate Development Program approved by the Office of Personnel Management (OPM), you WILL NOT need to draft the ECQs.
