The position is located within the VA Central California Health Care System (VACCHCS). The purpose of the position is to improve the quality, efficiency, and effectiveness of health care by serving as the VACCHCS Quality Management subject matter expert information and data, integrating knowledge of clinical and information processes, utilizing national, state, and local VA and non-VA data and business processes to drive enhancements and increase performance.
Duties
Major Duties include:
Converts data from numerous data bases and sources to include, but not limited to VSSC, pyramid analytics, BISL, IPEC, SYMPHONY, EPRP data, SAIL data into formats and reports using advanced statistical models including statistical process control charts, histograms, pareto charts, and many more.
Provides technical expertise in the field of health care planning and comprehensive recommendations to superiors regarding possible need for performance improvement and planning activities related to quality-of-care performance measures.
Develops performance management tracking tools; extracts, analyzes, creates reports that do not currently exist from common databases, and provides data to assess outcomes, utilization and risk outcomes, and characteristics of patient populations across the health care organization and to senior leadership.
As a recognized expert in QSV performance measures, the employee guides the evolution of organizational data using creative and well-developed interpersonal skills to achieve effective communication with the users.
The employee serves as a leader in change management, analyzing, and evaluating both clinical and administrative process related to information flow.
Will assess data/information training needs for employees and will assist employees in helping themselves in terms of data/information needs;
Oversees a variety of administrative programs, including the distribution and dissemination of incoming mail, internal controls, records management, publication and forms management, and timesheets.
Provides full assistance to the Chief, Quality and Patient Safety through analysis of service, workload, staffing levels, cost-effectiveness; helps formulate policies and QSV programs
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/22/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. GS-11 Minimum Qualifications:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Uses analytical and evaluative methods and techniques for assessing program development or execution and improving organizational effectiveness and efficiency;
Uses data design, collection, and management in order to input, retrieve, analyze, summarize, and present information effectively;
Uses data software packages such as typical and atypical Microsoft Office products, VISTA, CPRS, VSSC, MCA Database, data cubes, etc.;
Communicates both orally and in a variety of written media with all levels of end users including management, both internal and external to the facility, in order. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's degree.
GS-12 Minimum Qualifications:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Uses analytical and evaluative methods and techniques for assessing program development or execution and improving organizational effectiveness and efficiency and skilled in the application of fact finding, descriptive and inferential statistical techniques and investigative techniques;
Uses data design, collection, and management in order to input, retrieve, analyze, summarize, and present information effectively;
Applies a wide range of advanced practices, theories, and emerging information in the health care organization, performance measures, and applications;
Uses data software packages such as typical and atypical Microsoft Office products, VISTA, CPRS, VSSC, MCA Database, data cubes, etc.;
Experience in VHA operations, national databases (including the Veterans Health Information Systems and Technology Architecture [VistA] and file structure), analytical/descriptive and inferential statistical techniques and computer application creation/development techniques; in order to be able to provide expert and professional consulting services and to develop and deliver appropriate educational and training programs to all levels of employees;
Communicates both orally and in a variety of written media with all levels of end users including management, both internal and external to the facility, in order to make effective oral presentations in a variety of settings and to prepare policies, procedures, memoranda and training materials, including

Physical Requirements: The work is sedentary. It occasionally requires carrying of light objects such as files, books, and papers; some walking, standing, bending, stooping, and carrying light items such as paper, binders, is required. Filing, telephone communications, and keyboarding are the principal activities. Work is performed in an office setting with occasional visits to areas within the service as well as throughout the Facility. Work area is adequately lighted, heated and air conditioned. The normal risks and discomforts typical of an office and clerical work area are included. There are no unusual risks or safety hazards associated with this position.
