The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Eaker Center's Commanders' Professional Development School.
Duties
Plans, organizes, and directs the activities of the Pre-Command Training and Emergency Management Education Division ensuring that the division complies with legal and regulatory requirements and meets customer needs.
Exercises managerial and supervisory personnel management responsibilities over pre-command training, emergency management education, and spouses education programs and personnel.
Represents Command Studies with a variety of installation, AF functional, AF enterprise, and DOD organizations.
Plans and conducts Pre-Command Training Courses as needed.
Requirements

- Males must be registered for Selective Service, see www.sss.gov
- Completion of Air Force Senior Developmental Education (SDE) in residence or by correspondence and experience as a civilian division chief, squadron commander or equivalent is desired

- This position is subject to provisions of the DoD Priority Placement Program
- Experience as a course director or supervising course directors in Air University is desired
- Duty related to care and feeding of General Officer and Senior Executive Service guest speakers, and newly selected Wing Commander, Vice Wing Commander, and Senior Materiel Leader students; protocol issues, demands, etc
- Travel by regularly scheduled commercial or military conveyance in accordance with Joint Travel Regulations may be required in performance of TDY
- This position has significant requirement for work outside of normal duty hours, including attendance at social functions and hosting General Officer and Senior Executive Service guest speakers

- This position is in a Professional series with educational requirements

- This is a Supervisory Position. A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training series.
Basic Requirement for GS-1701 Positions: A Bachelor's degree (or higher degree) that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. Note: You must submit a copy of your transcripts with your application.
OR
Combination of education and experience: Courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. NOTE: You MUST submit a copy of your transcripts.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the GS-13 (or higher) grade level or equivalent in other pay systems. Specialized experience includes knowledge of Commanders' Professional Development School. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing. Ability to work effectively and constructively with various groups in accomplishing assigned projects. Ability to interpret and apply a variety of regulations and standards, and procedural guidelines. Knowledge of the missions, roles, functions, organizational structures, and operation of the DoD, Air Force, and organizations that govern, interface with, and/or influence the Eaker Center and Commanders' Professional Development School. Ability to manage and direct the planning and execution of a resident or an online course.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of Commanders' Professional Development School. Knowledge of safety and security regulations, practices, and procedures.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
