This position is part of the IBC HRD HR Management Systems Division, Office of the Secretary of Interior. The incumbent will be responsible for assisting in strategic planning, project and personnel oversight, and serves as an advisor to senior leadership on achieving the division's mission and objectives.
Duties
Plan, organize, and oversee efforts and projects that are aimed at achieving and improving the quality, effectiveness, and timeliness of program accomplishment.
Serve as a senior advisor to management and executive leadership on developing and implementing strategic plans in support of achieving the program objectives.
Plan work to be accomplished by subordinates, set and adjust priorities, and prepare schedules for completion of work, and evaluate work performance of employees.
The duties of this position are complex, as they cross-cut management and quality improvement disciplines such as: implementation of program/project management; strategic planning; workforce planning; budget formulation and justification; quality improvement methods and initiatives; financial analysis; measurement and support, programmatic internal controls, analytics, and reporting tools.
Qualifications
At the GS-14 level, you must meet the following qualification:
One year of specialized experience equivalent to at least the GS-13 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to experience in: managing programs and/or projects; knowledge of program management principles and practices including planning, executing and monitoring of projects/programs; managing a budget and personnel resources; managing contracts and contract support; strategic planning and execution; and risk mitigation planning. Experience with written and oral communications to senior management and subordinate staff, and stakeholders.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
A written test is not required.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
