The Business Management Office (BMO) delivers mission program support and business process assistance to Division leadership and its workforce. This position is in the Division of Corporation Finance - Business Management Office located in Washington, DC. If selected, you will serve as a Management & Program Analyst responsible for a broad range of organizational policy and operational issues and projects.

As a Management and Program Analyst (Senior ER/LR Analyst), typical duties include:
Performs a wide-range of complex and sensitive operational work and special projects in the areas of employee relations and labor management activities, human resources, acquisitions/contract management, office space administration, and general administrative services.
Provides expert advice to OME leadership and oversight of policies relating to personnel matters, performance management, training and other subject areas that involve the application of the agency's collective bargaining agreement, labor relations processes and rules, and the agency's internal regulations.
Analyzes various work place environment issues, strategic workforce planning, succession planning, organizational structuring and human capital management.
Facilitates and coordinates Division-wide interface with OHR's Legal and Policy Office, and agency leadership on management proposals, CF misconduct investigations, and general negotiating strategies, operations, and data analysis and evaluation.
Assists OME leadership to implement labor-management and employee relations policies, programs and activities designed to advance and expedite labor and employee relations objectives throughout the Division.
Compiles special reports and presents formal and informal oral and written reports and briefings to CF management, and assists OME leadership, in consultation with OHR, and, as assigned, presents CF policies and proposals to CF union stewards.

Qualifying experience may be obtained in the private or public sector. MINIMUM QUALIFICATION REQUIREMENT:
SK-14: Applicant must have at least one year of specialized experience equivalent to the GS/SK-13 level:
Advising managers on labor management and employee relations activities related to at least two of the following areas; collective bargaining support, conflict resolution, alternative dispute resolution, analyses of major work place environment issues, and management proposal reviews; AND
Providing a wide range of business operations support to a Division/Office relating to general administrative support (e.g. space management, property accountability), process improvement; financial management/budgeting; and conference planning; AND
Communicating and working with diverse stakeholders across all levels within the organization to accomplish program objectives.
