This position is located in the Executive Office of the President, Office of Administration, Office of the Chief Security Officer, Physical Security Division. The incumbent serves as a Physical Security Manager, responsible for Sensitive Compartmented Information Facilities and collateral areas. The incumbent is responsible for the security systems, including the Physical Access Control System and Closed-Circuit Television system which provide protection to secure areas within the EOP.

Duties

As a Supervisory Physical Security Specialist, GS-0080-14, your typical work assignments may include the following: Responsible for the security systems, including the Physical Access Control System (PACS) which provide protection to secure areas within the EOP by implementing Intelligence Community Directive (ICD) 705 as well as Executive Orders (EO) 13526 and 12968. Serves as the technical expert for developing security procedures and designs, as well as for developing, evaluating, and installing protective systems and devices to ensure that sensitive or classified information, equipment, and other materials or resources are not compromised, sabotaged, stolen, misused, or subjected to acts of willful interference. Develops contract statements of work for proposals, contract data deliverables, and contractor proposals is required to effectively participate in review of work in progress to determine potential threat to proposed systems. Recognized technical authority in the physical security function of PACS, CCTV, SCIF management, collateral spaces/security container/safe management programs and systems.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. You may qualify at the GS-14 level, if you fulfill the following qualification requirement:One year of specialized experience equivalent to the GS-13 grade level in the Federal service or equivalent experience in the private sector that demonstrates: 1) Utilizing security systems, including Physical Access Control System (PACS) systems. 2) Overseeing the work of access control system installers and system administrators to ensure optimum functionality of a large scale access control system at all times. 3) Performing the functions of a contracting officer's representative, safe and vault technician and inspector. 4) Leading and directing a team. Preferred: Federal Acquisition Certification for Contracting Officer's Representatives (FAC-COR) level I Certification, GSA Certified Safe and Vault Technicians Certification, KABA-MAS X-09/X-10 Certification, and Sargent & Greenleaf (S&G) model 2740B Combination Lock Certification. Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
