You will serve as a SUPERVISORY IT SPECIALIST (PLCYPLN) in the Information Technology (IT) and Command Control department ofCOMMANDER NAVY REGION MARIANAS. THIS IS A DIRECT HIRE ANNOUNCEMENT. The National Defense Authorization Act for fiscal year 2020 streamlines certain Department of Defense (DoD) civilian Direct Hire Authorities to recruit and appoint qualified candidates directly to certain DoD competitive service positions.

Duties

You will provide primary direct IT project management support for Joint Region Marianas. You will Interface with customers to review and analyze IT requirements to determine feasibility, project scope, resource needs, and monitor project progress. You will represent the Joint Region Marianas J6 staff at meetings with other DOD and federal agencies as well as contractor management personnel. You will provide technical advice and support in the assessment, adoption, integration, and operability of software applications to meet the functional needs of Joint Region Marianas organizations. You will review and assess IT programs for compliance with DOD, DON, federal, regional, and command policies, standards, and regulations. You will provide oversight and management for the J6 personnel at Joint Region Marianas, and direct supervision for the IT resourcing staff through subordinate supervisor.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • May be required to obtain a VISA dependent on the overseas country's laws/regulations.
  • You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to possess and maintain a current valid United States driver?s license.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position is a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials in SECNAV M-5239.2 for specialty area 75 (Strategic Planning and Policy Development) level Intermediate (I) within 12 mos. of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency includes: applying analytical and evaluative methods and techniques or studies concerning the efficiency and effectiveness of program operations. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency includes: providing internal and external customer information regarding IT requirements, project scope and updates, and clarify priorities. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency includes: communicating through meetings and briefs on IT systems, programs, and mission-critical issues. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency includes: negotiating and arbitrating issues related to IT technical requirements, and managing discrepancies between project needs and resource limitations. In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector in: facilitating IT and information management systems in support of mission execution; implementing advanced program and project management disciplines, principles, and techniques that apply to managing multiple simultaneous complex IT projects; and applying technical knowledge of network and router protocols, firewalls, Virtual Private Networks (VPN), Non-classified Internet Protocol Router (NIPRNET) or open network systems, and Secret Internet Protocol Router Network (SIPRNET) or privileged access systems.
