Duties
Supervisory IT Program Manager in the Info and Tech Directorate, responsible for the management and technical operations over disbursing systems, software engineering operations, maintenance, and support activities throughout the system life cycle.
Develop long-range plans for agency information system security and auditability, which anticipates, identifies, evaluates, mitigates, and alleviates risks associated with information system vulnerabilities.
Prepares administrative and technical documentation, provides information technology policy reviews, and cascades agency strategic mission and goals.
Coordinates with service providers and mission partners to ensure delivery of required support.
Coordinates shared actions and presents critical project updates to internal senior leadership and external customers and stakeholders.
Provides oversight of program assets in support of disbursing systems to include personnel, performance, metrics, budgetary, and contractual resources.

Basic Requirement: Applicants must have IT-related experience demonstrating the following competencies appropriate to, or above, the level of this position. Attention to Detail- experience reviewing my own information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards.
Customer Service- developing and maintaining relationships with customers, anticipating and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs.
Oral Communication- briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience.
Problem Solving- identifying alternatives to address unique, highly complex, or sensitive information technology-related issues. I have anticipated information technology-related problems and have identified and evaluated potential sources of information to generate alternative solutions.
In addition to the Basic Competency Requirements listed above: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-13 in the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: Providing oversight and analysis for high priority IT systems projects during the entire project life cycle, including planning and development, execution and evaluation of project performance using established qualitative and quantitative tools, techniques, and practices; providing technical guidance and oversight to posture database administration, web administration, Business Intelligence, Release Management, and Configuration Management of Information Software Systems to recommend design, tools, and techniques for automated information systems; Providing guidance and oversight related to Federal Information System audit efforts and Federal Information System Controls Audit Manual (FISCAM), including audit readiness, support, and sustainment efforts.
